Igor Munteanu, President of the Coalition for Unity and Welfare (CUB), has publicly addressed the designated candidate for Prime Minister, Alexandru Munteanu, presenting a series of essential demands aimed at resetting the governance model and restoring citizens’ trust in the Republic of Moldova, TRIBUNA reports.

Dear Mr. Alexandru Munteanu,
Congratulations on your nomination as Prime Minister of the Republic of Moldova. You will need support from the legislative majority, as well as from society at large, including other pro-European parties. On behalf of the political party I represent, CUB, I present several essential demands for resetting the governance model and regaining citizens’ trust in Moldova.
1. Openness and Transparency in Governance
We call for the government program you intend to pursue to undergo genuine public consultation, not merely formal procedures. Any new cabinet must commit to open dialogue with civil society, academia, the business community, and opposition parties. We demand a clear commitment to full transparency in managing EU funding, including detailed publication of projects, beneficiaries, and implementation conditions. Moldova needs an open and inclusive EU accession negotiation process, with participation from extra-parliamentary opposition and even joint meetings with European officials—so that accession becomes a national project, not the monopoly of a single party.
We urge the future government to reduce the tax burden, protect domestic capital, stimulate investment, and create favorable conditions for the return of emigrant labor. Raising taxes without real reforms would deepen the economic crisis and discourage honest work. Moldova needs a government of competence, not one of party loyalty.
2. Establishment of a Business Ombudsman
The entrepreneurial sector has long awaited an institution to defend private companies against bureaucratic abuse. We support the creation of a Business Ombudsman, modeled on OECD standards, independent from the executive, with a clear mandate to protect investors’ and entrepreneurs’ rights and prevent administrative corruption. Reporting to Parliament—not the Government—and having its own budget are essential for its independent functionality. Economic growth cannot be discussed without solving the trust deficit in fair and clear business rules. This institutional reform would restore confidence in the private sector and signal that Moldova is finally choosing fairness over arbitrariness.
3. Respecting Commitments on Church Property Restitution
We call for the urgent resumption of the restitution process to the Metropolis of Bessarabia of the former Theological Seminary in Chișinău, currently housed in the National Library. There are voices undermining this decision, citing fears or value judgments. We urge you to show determination. This is an act of historical and moral justice—an overdue action without plausible justification, which harms the country’s image and relations with our strategic partners. A special law on the restitution of such properties is not only possible, but necessary.
We believe these demands are essential to detach Moldova from a governance model based on improvisation and obscure decisions. To strengthen democratic resilience and improve governance quality, Moldova needs planning, competence, and transparency. I trust you agree, Mr. Munteanu, in your capacity as designated Prime Minister, that the future Government must responsibly initiate a new social and economic contract—open and fair—where decisions are made in the light, with accountability, not behind closed doors.
