Members of Parliament have approved in the first reading amendments to the Law on the Regime of Civil Explosives, designed to align Moldova’s national legislation with European Union standards, TRIBUNA reports.
The draft law, developed by the Ministry of Internal Affairs, seeks to strengthen mechanisms for market surveillance and control of operations involving explosives. The authors emphasize that this is necessary to enhance public safety and state security.
The document clarifies the obligations of producers, importers, and distributors of civil-use explosive products. These include verifying product compliance before placing them on the market and preparing and maintaining the “EU Declaration of Conformity.” The legislative initiative also stipulates corrective measures in cases of non-compliance or risks, such as product recall, withdrawal, or notifying the competent authorities.
Once adopted, the legislative provisions will enter into force three months after publication in the Official Gazette. However, the provisions relating to the transfer of civil-use explosives to or from EU member states will only apply upon Moldova’s accession to the European Union.
