Irina Vlah, President of the Republican Party “Inima Moldovei”, addressed the Speaker of the Parliament of the Republic of Moldova, Igor Grosu, in the context of the alarming findings presented in the PACE Report on the observation of the parliamentary elections of September 28, 2025, published on November 20, 2025.
The politician called on the parliamentary majority to repeal the amendments to the Law on Political Parties adopted on June 14, 2025, stressing that the observers’ findings concern essential elements of the rule of law, the credibility of the electoral process, and Moldova’s commitments to European partners.
Vlah pointed out that the Report highlights a series of serious violations and systemic problems, including:
- adoption of legislative changes after the election date was set, undermining the stability of the legal framework;
- refusal to register certain electoral competitors based on confidential information, without transparency and outside institutional competences;
- lack of effective appeal mechanisms and the evident risk of selective application of the law;
- suspicions regarding executive influence over the appointment of judges;
- the delayed and insufficiently justified decision of the CEC to exclude the Republican Party “Inima Moldovei” (PRIM), which had a direct and serious impact on legal certainty and electoral competition;
- uneven application of investigations, undermining public and external partners’ trust in the integrity of the electoral process.
She emphasized the urgent need to implement PACE recommendations, including:
- restoring legislative predictability by halting electoral changes within 12 months before elections;
- extending the ban on the use of administrative resources to all public officials;
- establishing strict and exceptional criteria for removing parties and electoral lists, as well as ensuring effective appeal mechanisms;
- resolving registration disputes and appeals before the start of the campaign, through accelerated procedures and clear deadlines.
In conclusion, Irina Vlah urged Parliament to:
- immediately initiate high-level dialogue with the Council of Europe;
- repeal the abusive amendments adopted on June 14, 2025, which opened the way to unprecedented abuses during the electoral campaign, also noted by international observers;
- promptly begin drafting a comprehensive law to address the shortcomings identified in the Report and ensure a credible and predictable electoral framework.
She warned that if these measures are not taken within a reasonable timeframe, Moldova’s European commitments will be compromised, and the country risks losing the trust and support of strategic partners.
