Irina Vlah issues new statement to international and national observers monitoring the parliamentary election campaign

Irina Vlah, President of the Republican Party “Heart of Moldova,” part of the Patriotic Electoral Bloc of Socialists, Communists, Heart and Future of Moldova, issued a new address today to international and national observers monitoring the parliamentary election campaign ahead of the 28 September 2025 vote. She stated that her message is “prompted by a clear abuse committed by the Central Electoral Commission (CEC),” TRIBUNA reports.

Vlah pointed out that on 17 September, the CEC reviewed petitions submitted by two political entities—the Moldovan National Party and the Alliance of Liberals and Democrats for Europe. “Both petitions called for our exclusion from the electoral race, citing intercepted communications that surfaced publicly following police searches of several individuals. From the outset, we made it clear that these intercepts and individuals have no connection whatsoever to the party I have the honor to lead—the Republican Party ‘Heart of Moldova’—and we formally requested the Police to publicly acknowledge this. It was evident that there was no legal basis to examine those petitions. Moreover, when requested by the CEC, the General Inspectorate of Police officially responded that it had no relevant information to present in relation to the two petitions. Nevertheless, the CEC insisted on reviewing them and went so far as to adopt decisions based on them—decisions that are utterly absurd and devoid of logic or legal grounding.”

Specifically, the CEC decided to issue a warning to the party, despite not yet having the results of the financial audit to be conducted on both the Republican Party “Heart of Moldova” and the Patriotic Electoral Bloc of Socialists, Communists, Heart and Future of Moldova. Furthermore, without awaiting the audit results, the CEC proceeded to request that the Ministry of Justice examine the application of Article 21 of the Law on Political Parties (regarding the limitation of a party’s activity). “The abusive nature of this decision is evident,” Vlah said, “as the CEC blatantly violated the presumption of innocence, placed itself above all competent state institutions, and disregarded the provisions of the Constitution of the Republic of Moldova. We believe this decision is politically motivated and respectfully ask you to assess it within the scope of your mandate. We also believe the CEC has set a dangerous precedent that could have serious consequences in the future.”

Irina Vlah reiterated that “Heart of Moldova” will legally challenge what she described as a clear abuse by the CEC. Just as the party previously succeeded in court in compelling the CEC to examine the use of office and administrative resources by Prime Minister Dorin Recean during the electoral campaign, she believes they will also succeed in overturning the current decision.

“In light of the above, dear observers, I appeal to you to take this extraordinary case under scrutiny, to monitor the developments closely, and to reflect in your forthcoming reports the assessments that the CEC’s abusive decision of 17 September 2025 rightfully deserves,” the “Heart of Moldova” leader concluded in her address.
