The Republic of Moldova will integrate into the European system for coordinating social security. Parliament has adopted, in first reading, a draft law aimed at creating the legal framework necessary for coordinating social security systems and enabling the electronic exchange of data with the Member States of the European Union.
The draft was developed by the Ministry of Labour and Social Protection, in cooperation with the National Social Insurance House (CNAS), and is included in the National Programme for Moldova’s Accession to the European Union for 2025–2029.
The new provisions will allow the Republic of Moldova to prepare for the application of EU regulations on the coordination of social security systems and for connection to the Electronic Exchange of Social Security Information System (EESSI). This platform is used by all EU Member States, the countries of the European Economic Area, the Swiss Confederation, and the United Kingdom of Great Britain and Northern Ireland to ensure fast and secure information exchange in the field of social protection.
The implementation of EESSI will bring significant benefits to Moldovan citizens who have worked or reside in European states, facilitating access to pensions, allowances, and other social benefits, reducing processing times, and eliminating the need to send paper documents.
The draft law will be submitted to Parliament for examination in second reading. Once adopted, the legislative amendments will enter into force on the date of the Republic of Moldova’s accession to the European Union. Until then, the Government will ensure the institutional and technical preparations required for implementing EU rules and connecting to the EESSI infrastructure.
To date, the Republic of Moldova has signed 20 social security agreements, of which 18 are already in force.
