PACE Monitoring Committee co-rapporteurs visit Moldova to assess reforms and political developments

The co-rapporteurs of the Monitoring Committee of the Parliamentary Assembly of the Council of Europe (PACE), Zanda Kalniņa-Lukaševica and Antonio Gutiérrez Limones, are conducting a fact-finding visit to the Republic of Moldova from 14 to 17 June.

The purpose of the visit is to gather information on the latest political developments and the reforms currently being implemented in the country. Discussions will also focus on anti-corruption efforts, judicial reform, local public administration reform, and the process of resolving the Transnistrian conflict. In addition, the co-rapporteurs will review the new parliamentary procedural rules introduced under the Code on the Organization and Functioning of Parliament.

The PACE co-rapporteurs are scheduled to meet with Parliament Speaker Igor Grosu, Chair of the Parliamentary Committee on Legal Affairs, Appointments and Immunities Veronica Roșca, and representatives of all parliamentary factions. Their agenda also includes talks with Prime Minister Alexandru Munteanu, Deputy Prime Minister and Minister of Foreign Affairs Mihai Popșoi, Deputy Prime Minister for Reintegration Valeriu Chiveri, and Minister of Justice Vladislav Cojuhari.

The co-rapporteurs will also meet with Constitutional Court President Domnica Manole. Additional discussions are planned with representatives of justice-sector institutions, including the Superior Council of Prosecutors, the Superior Council of Magistracy, the National Anticorruption Center, and the Anticorruption Prosecutor’s Office. The agenda further includes a meeting with the leadership of the Congress of Local Authorities of Moldova.

As part of the fact-finding mission, roundtable discussions will be organized with experts and civil society representatives. Topics will include parliamentary oversight, local public administration reform, and anti-corruption measures, including efforts related to the electoral field.

The Republic of Moldova became a member state of the Council of Europe in 1995.
