The Parliament’s Foreign Policy and European Integration Committee has approved the consultative opinion to initiate negotiations on establishing two dialogue platforms between the Republic of Moldova and the European Union in the field of local public administration: the Subcommittee on Public Administration Reform and the Joint Consultative Committee between the EU Committee of the Regions and locally elected authorities of the Republic of Moldova (referred to as the Committee of the Regions), TRIBUNA reports.
The Subcommittee on Public Administration Reform represents an important step toward strengthening the political dialogue between the EU and the Republic of Moldova in this area, as public administration reform is a key criterion in Moldova’s EU accession process. In parallel, the Committee of the Regions is intended to promote direct dialogue between local authorities in the EU and those in the Republic of Moldova.
The Subcommittee will serve as a platform for strategic policy dialogue and will facilitate discussions and coordination on key reforms in the field of public administration. It will also play a central role in monitoring the implementation of the Public Administration Reform Roadmap and in providing guidance for alignment with European standards and best practices.
For its part, the Committee of the Regions will serve as a platform for exchanging European best practices in local and regional governance, as well as for discussing issues related to the territorial implementation of the EU–Moldova Association Agreement. It will also provide a coherent and stable framework for cooperation with local authorities in the Republic of Moldova.
The Committee of the Regions will be composed of an equal number of representatives from the European Union and from Moldova’s locally elected authorities. Its activity will be conducted on the basis of its own rules of procedure and discussion agenda.
The establishment of the two dialogue platforms was agreed at the political level during the ninth meeting of the EU–Moldova Association Council in June 2025. Creating specialized dialogue platforms in the field of public administration reform is already a well‑established practice in the EU’s relations with candidate and potential candidate countries.
