The Central Electoral Commission (CEC), in its capacity as an independent oversight and control body for the financing of political parties and electoral campaigns, announces that under Article 31 of Law No. 294/2007 on political parties, formations whose annual revenues or expenditures exceed one million lei are required to conduct an audit of their financial statements, as well as agreed‑upon procedures missions regarding financial management, at least once every three years, TRIBUNA reports.
Following the examination of financial management reports and electoral campaign financing reports submitted by political parties for 2023, the CEC has notified five political formations that they are obliged to carry out financial audits and agreed‑upon procedures missions for the 2023–2025 period:
- Political Party “RENAȘTERE”;
- Political Party “Party of Development and Consolidation of Moldova”;
- Political Party “ȘANSĂ”;
- Political Party “Coalition for Unity and Welfare”;
- Political Party “National Alternative Movement”.
The auditor’s reports on the financial statements and the reports on the agreed‑upon procedures regarding financial management must be submitted to the CEC, and—if the political party received allocations from the state budget—also to the Court of Accounts, no later than 15 May.
Each political party will independently select its auditing entity. Only individuals who, during the previous five years, have not been party members, electoral campaign treasurers, accountants, or financial officers within the audited political party may be designated to conduct the financial audit and the agreed‑upon procedures mission.
The auditor’s reports on the financial statements and the reports on the agreed‑upon procedures regarding financial management will be published on the official website of the Central Electoral Commission within 48 hours of receipt, as well as on the official websites of the political parties.
