The Parliament has appointed two members to the Commission for the External Evaluation of Prosecutors

The Parliament has appointed two members to the Commission for the External Evaluation of Prosecutors. Bernard Lavigne and Herman von Hebel, proposed by development partners, were appointed as members of the Commission for the External Evaluation of the Ethical and Financial Integrity of Prosecutors. The draft decision was voted for by 53 deputies, reports TRIBUNA.

Bernard Lavigne was appointed as a member of the Commission for the External Evaluation of Prosecutors starting from May 1, 2026. He has more than 40 years of experience in the French and international judicial systems, particularly as a judicial police officer, magistrate (judge, prosecutor, prosecutor general), leader of the investigation team at the International Criminal Court, and legal adviser at embassies.

Herman von Hebel previously served as chairman of the Commission for the External Evaluation of Judges and participated in the external evaluation of candidates for the positions of member of the Superior Council of Magistracy and the Superior Council of Prosecutors. Herman von Hebel has 17 years of experience gained in four international criminal courts and 10 years of experience as a legal adviser at the Ministry of Foreign Affairs and the Ministry of Justice of the Netherlands on issues related to human rights, international humanitarian law, and criminal law. Previously, he worked on projects in Albania, Ukraine, Georgia, Indonesia, and countries affected by conflicts.

The Commission for the External Evaluation of Prosecutors was established to carry out the assessment of the ethical and financial integrity of certain categories of prosecutors in the Republic of Moldova, including the leadership of the General Prosecutor’s Office and prosecutors from specialized prosecutor’s offices. The Commission consists of nine members, five of whom are proposed by development partners. The members of the Commission are appointed by Parliament with the vote of three-fifths of the deputies. If the candidates proposed by development partners are not approved by 61 deputies, the Legal Committee on Appointments and Immunities re-examines the proposed candidates and selects those who receive the highest number of votes. If the same candidates are selected again, they may be appointed by Parliament with the vote of a majority of the elected deputies.
