Analysis: Women Continue to Dominate Election Administration Structures

The Central Electoral Commission has published a comparative and structured analysis of electoral processes in the Republic of Moldova from a gender‑equality perspective for the period 2021–2025. The data show that in both electoral cycles, women remained more active in the electoral process, representing the majority of voters. Their share increased slightly from 53.48% in 2021 to 54.33% in 2025, reconfirming the important role women play in democratic participation, TRIBUNA reports.

The analysis also reveals that women continue to dominate election administration structures. In district electoral councils, the share of women rose from 64.39% in 2021 to 71.51% in 2025, while in precinct electoral bureaus they account for more than 80% of all electoral officials, compared to 78% in 2021. This trend confirms the significant involvement of women in organizing and managing the electoral process.

The number of trained electoral officials has also increased substantially—from 6,064 people in 2021 to 12,043 in 2025. Women represent approximately 83% of all trained officials in both years, reflecting strengthened institutional capacity and a growing professionalization of the electoral system.

Voter participation from the diaspora has likewise shown positive development, supported by the introduction of additional mechanisms, including postal voting, which has facilitated the involvement of citizens abroad in the electoral process.

Overall, the comparative analysis of the 2021 and 2025 parliamentary elections highlights progress in voter participation and the consolidation of electoral processes, while also underscoring the need for continued efforts to ensure balanced gender representation in political life.
