Parliament has voted in the first reading on the draft Law on Mandatory Health Insurance Funds for 2026

Parliament has voted in the first reading on the draft Law on Mandatory Health Insurance Funds (FAOAM) for 2026. The document provides that compared to 2025, more funds will be allocated next year for healthcare services and for reimbursed medicines. The fixed amount of the mandatory health insurance premium will remain unchanged at 12,636 lei, while the percentage-based premium on salaries and other rewards will remain at 9%.

According to the document prepared by the Ministry of Health, revenues for 2026 are estimated at 18.83 billion lei (+8.3% compared to the current year). Expenditures are projected at 19.217 billion lei (+10.5%).

The size of the basic fund, intended for covering medical and pharmaceutical services, is proposed at 18.66 billion lei.

  • 3.9 billion lei for primary healthcare (+14.1%), including family medicine and community medical services.
  • 1.74 billion lei for specialized outpatient care, including dental services.
  • 2.01 billion lei for pre-hospital emergency care.
  • 8.98 billion lei for hospital care (+4.3% compared to 2025).

Expenditures for reimbursed medicines and medical devices will increase by 19.3%, exceeding 1.43 billion lei. 95.22 million lei are allocated to expand the list of new reimbursed medicines and devices, ensuring broader patient access. The amount for reimbursed medical devices will grow by 43.7%.

The Development and Modernization Fund for public healthcare providers is estimated at 340.2 million lei, of which 240.2 million lei will be directed to capital repairs in national institutions: the Institute of Emergency Medicine, the Institute of Cardiology, the Mother and Child Institute, the Republican Clinical Hospital “Timofei Moșneaga,” and the Oncology Institute.

For 2026, the FAOAM budget deficit is estimated at 385.2 million lei, to be covered from the financial balance at the beginning of the year.

The draft law will be submitted to Parliament for examination in the second reading.
