Mandatory Health Insurance Funds Increased by MDL 167.4 Million

The Cabinet of Ministers has approved an increase of MDL 167.4 million in both revenues and expenditures of the Mandatory Health Insurance Funds (FAOAM) for 2026. The additional resources will expand public access to healthcare services and cover additional needs in primary and hospital care, rehabilitation, dialysis, radiotherapy, and palliative care, reports TRIBUNA.

The largest share of the additional funding — MDL 157 million — will be allocated to hospital medical services. These funds will allow an increase in the volume of acute cases treated and finance important medical programs and services for patients, including cataract surgery and cardiac surgery.

Funding will also cover day surgery services, treatment of chronic geriatric cases, general and specialized rehabilitation services — including cardiological, neurological, orthopedic, and pediatric rehabilitation — as well as dialysis and radiotherapy sessions.

Another MDL 6 million will be allocated to expand access to palliative care, including hospice services, for patients with chronic diseases at advanced stages.

Funding will also be increased for medical services provided to beneficiaries of temporary protection in the Republic of Moldova. MDL 2.9 million will be allocated to primary healthcare, while MDL 1.5 million will go toward emergency pre-hospital medical care.

The increase in FAOAM revenues is mainly driven by higher collections from fixed mandatory health insurance premiums, which are expected to exceed the initial plan by MDL 90.2 million. The increase is due to a larger number of people who paid the insurance premium this year — more than 154,000 people, which is 9,000 more than initially forecast.

Other sources contributing to the MDL 71.5 million increase in FAOAM revenues include voluntary donations from external sources, additional revenues from the single tax paid by residents of information technology parks, and payments from independent entrepreneurs.
