In the second reading, Parliament voted for a legislative initiative that stipulates public events must be organized under maximum security conditions to enhance participants’ safety and confidence.
The law establishes a clear regulatory framework for organizing and conducting cultural, artistic, sports, entertainment events, exhibitions, and religious gatherings held outside places of worship, with the aim of preventing and reducing risks to public order, life, and health. The document introduces a classification of events by risk level — low, medium, and high — and sets a differentiated system of preventive measures for each category.
Responsibilities of organizers, public authorities, and security agents are defined, as well as obligations of participants, who must follow the recommendations and instructions of organizers, security services, local public authorities, and law enforcement. These general obligations apply to all events, but for medium- and high-risk events organizers will be required to provide security services and, in some cases, use video surveillance equipment. The risk level will be determined by authorities based on the estimated number of participants, the venue (open or closed space), the history of incidents linked to the event or organizer, and the level of conflict between participant groups.
For sports competitions, a national contact point will be created within the General Inspectorate of Carabinieri of the Ministry of Internal Affairs, to facilitate cooperation with public order structures at national and international levels. The law also introduces bans on dangerous equipment and objects at events, as well as rules of conduct in public spaces.
The initiative prohibits the organization of events aimed at calling for military aggression, inciting violence, undermining national security or the territorial integrity of the Republic of Moldova, as well as inciting the commission of offenses or crimes that could endanger life, health, or public order.
