Angelica Caraman, President of the Central Electoral Commission (CEC), spoke at the Moldova Security Forum 2025 about foreign interference in the electoral processes of the Republic of Moldova and the impact of information manipulation on elections, TRIBUNA reports.
In her remarks during the panel dedicated to countering hybrid threats in the context of elections and strengthening public institutions, Angelica Caraman highlighted four major risks observed during the parliamentary elections of September 28, 2025. “We’re talking about illicit campaign financing, including online. There were also numerous cyberattacks targeting the Commission’s infrastructure and over 2,200 polling stations, disinformation campaigns, attempts to undermine trust in state institutions and electoral authority, as well as coordinated actions aimed at destabilization and electoral corruption,” stated the CEC President.
Angelica Caraman also presented the measures taken by the CEC to prevent and counter these risks.
“We prepared for this election through legislative amendments adopted after the 2024 elections. We successfully prevented the participation of disguised political blocs. We strengthened our response capacity, avoided overlaps with other institutions, introduced a strategic risk assessment approach, and mobilized the full institutional and civic spectrum to defend democracy,” she emphasized.
