The Parliament has voted, in the first reading, to approve amendments to the 2025 State Budget. The main changes concern the redistribution of budgetary resources to cover salary needs of public sector employees, the allocation of funds for electricity bill compensations, and other social measures. The document was approved in the first reading by 61 MPs.
Compared to the state budget approved at the beginning of the year, revenues have increased by 4.3 billion lei — from 71.5 to 75.8 billion lei. Expenditures have been set at 94 billion lei. Thus, the budget deficit will amount to 18.2 billion lei, which represents 5.2% of GDP.
Authorities note that expenditures will increase due to planned allocations. For instance, 824.9 million lei will be transferred to the Social Insurance Budget, including 463.5 million lei for monetary energy compensations. Another 232 million lei will go toward electricity bill compensations, and 15 million lei will be allocated to cover transport costs for persons with disabilities.
The document also provides for an increase of over one billion lei in personnel expenses within state-funded institutions. Transfers to local budgets will total 909.7 million lei, mostly for salary-related costs. It is also proposed to increase the Voluntary Amalgamation Fund for localities by another 4.7 million lei.
To ensure compliance with the regulatory framework on remuneration in self-managed public educational institutions, an additional 58.7 million lei will be allocated.
The authors also propose reducing certain expenditures based on budget execution levels. For example, allocations for servicing the state debt will decrease by 416.2 million lei, while those for mitigating budgetary risks will drop by 400 million lei.
During the same plenary session, MPs also voted in the first reading to amend the Law on the State Social Insurance Budget for 2025. The document, approved in the first reading by 94 MPs, provides for an increase in both revenues and expenditures by approximately 903.33 million lei.
