Political Party “Democracy at Home” — stripped of state budget allocations for its performance in the parliamentary elections of September 28, 2025, for a period of 12 months

The Central Electoral Commission (CEC) has sanctioned the electoral competitor, the Political Party “Democracy at Home.” The decision follows the examination of a complaint submitted by the Political Party “Party of Action and Solidarity” (PAS) and two reports from the National Investigation Inspectorate, concerning violations during the parliamentary campaign of September 28, 2025 — specifically regarding campaign financing, electoral agitation, and participation in a disguised electoral bloc, reports TRIBUNA.

As a result, the Commission issued a warning for repeated violations of legal provisions prohibiting campaign financing or material support by individuals who are not citizens of the Republic of Moldova, as well as the use of undeclared financial and material resources.

Additionally, the party was sanctioned by being denied state budget allocations for its electoral performance for a period of 12 months, starting in November 2025.

During the case review, it was found that “Democracy at Home” benefited from a coordinated digital campaign involving fake accounts and mass redistribution, with participation from foreign officials declared undesirable on Moldovan territory. This campaign had a disproportionate impact on voter perception, lacking transparency regarding sources and financing, and violating legal obligations on campaign expense reporting.

The financial report omitted any information about the costs of producing promotional materials and third-party expenditures made in the candidate’s interest through coordinated promotion on various online platforms.

The Commission reiterated the existence of a disguised electoral bloc, citing ties between “Democracy at Home” and the Political Party “Alliance for the Union of Romanians” in Moldova, as well as public support from the leader of the Romanian counterpart, indicating indirect coordination of electoral activities.

The confirmation of election results and validation of parliamentary mandates is the responsibility of the Constitutional Court. Accordingly, the Commission decided to include the facts described in this decision in the report to be submitted to the Court, in accordance with Article 85, paragraph (2) of the Electoral Code.
