The Court of Accounts of the Republic of Moldova (CoARM) and the State Financial Control Inspectorate (SFCI), acting as an Anti-Fraud Unit, signed on September 15 a Memorandum establishing an interinstitutional framework for communication, interaction, and cooperation aimed at strengthening the national mechanism for protecting the financial interests of the state, the European Union, and external development partners, TRIBUNA reports.
The document was signed by Tatiana Șevciuc, President of the Court of Accounts, and Victoria Cujba, Head of the State Financial Control Inspectorate.
The Memorandum sets out a framework for collaboration, coordination, and monitoring between the two institutions, with the goal of improving the processes of preventing, detecting, and reporting irregularities and potential fraud that may affect the management of public and external funds.
Key objectives of the document include:
- developing collaborative relations and information exchange between institutions;
- streamlining the application of legal frameworks in the field of financial interest protection;
- strengthening institutional capacities through training, experience exchange, and mutual support;
- supporting the activities of the European Anti-Fraud Office (OLAF) and external development partners;
- ensuring external interoperability of the National Anti-Fraud System.
Under the Memorandum, the Court of Accounts will contribute through analytical and informational support, data exchange, and cooperation in documenting cases with elements of fraud, while the SFCI, as the national contact point, will coordinate and monitor the process of combating irregularities, manage the Registry of Irregularities and Fraud Suspicions, and represent the Republic of Moldova in cooperation with OLAF and relevant international bodies.
The signing of this document marks an important step in strengthening financial integrity and transparency in the Republic of Moldova, reaffirming the national authorities’ commitment to upholding European and international standards in fraud prevention and combat.
