Parliament met five times in February and adopted 23 normative acts

Throughout February, Parliament held five plenary sessions, with a total duration of nearly 40 hours. During these sessions, MPs adopted 23 draft normative acts, TRIBUNA reports.

According to statistical data, these include 14 laws and 9 decisions. Notably, 5 of the adopted acts aim to harmonize national legislation with that of the European Union, while 6 are part of the National Programme for Moldova’s EU Accession for 2025–2029.

MPs also approved, in the first reading, 16 draft normative acts. In total, 38 draft acts entered the legislative procedure in February.

In the second reading, Parliament adopted legislative initiatives concerning the use of assets and funds derived from criminal activities for public interest purposes, as well as the draft law on remedies and appeal procedures in the awarding of public procurement, sectoral procurement, and concession contracts. Amendments to the Education Code were also approved, and criminal penalties for child exploitation and sexual abuse were tightened.

In the first reading, MPs voted on the draft of the new law regulating the activity of zoos, aligned with EU legislation. They also supported, in the first reading, a legislative initiative introducing criminal penalties for threatening or assaulting judges.

During February, MPs heard the report of the Ministry of Internal Affairs on measures taken to prevent and combat drug use and trafficking, and examined two simple motions submitted by the parliamentary opposition. Parliament also adopted a Declaration supporting the independence, sovereignty, and territorial integrity of Ukraine, marking four years since the Russian Federation’s full‑scale invasion. Additionally, MPs approved the Parliament’s Legislative Programme for 2026, which provides for the examination of 354 draft normative acts over the course of the year.

Before being put to a vote in plenary, draft normative acts were examined in meetings of the standing committees. In February, committee members held 44 meetings and approved 35 reports, 16 co‑reports, and 92 opinions. The standing committees also organized four public consultations on draft normative acts. Two public hearings were held as well, focusing on the use of financial resources from the National Environmental Fund and on mechanisms for preventing and combating severe forms of violence and sexual abuse.
