Irina Vlah, leader of the Republican Party “Heart of Moldova”, states that “the real cause of the destroyed roads is not the harsh winter at all. In 2026, the authorities reduced road funding by 800 million lei. People are now paying for this reckless decision — with damaged cars, accidents, and daily risks to their lives.” In this context, she issued an appeal to the Government and Parliament to correct this mistake by adopting concrete decisions.
In her address to the Government and Parliament of the Republic of Moldova, the politician noted:
“My appeal to you stems from the disastrous condition of roads across the entire country, caused by the severe weather conditions of this winter. Many road sections have become a major danger to people’s lives and health — something citizens from various localities report constantly. Every day we hear news about cars damaged due to the deplorable state of the roads, about sections that must be avoided, about huge craters that appeared after the snow melted, and so on.
Unfortunately, instead of hearing concrete solutions and deadlines from the authorities, people are told that ‘we will have good roads in at least ten years’, that ‘the budget has insufficient resources and we rely on European funds’. The problem is aggravated by the fact that the Government and Parliament, through the 2026 State Budget Law, reduced road funding by 800 million lei. Perhaps they assumed the winter would be mild and fewer funds would be needed for road maintenance. But given the current situation, I publicly request, esteemed leadership of the Government and Parliament, that you increase by 800 million lei the budget allocated for national public roads in 2026. In other words, restore the amount you removed from the road budget and redirected to other needs.”
Irina Vlah added that “these funds can be easily identified by redistributing resources already included in the state budget. In 2026, the budgets of various ministries and other central public administration structures were increased by more than 2.1 billion lei. By cutting only from the budget increases of three ministries — Internal Affairs, Defence, and Justice — we already obtain over 1 billion lei that can be directed toward rehabilitating national roads. So we must decide what is more important: the personal comfort of the government and those who have become political instruments in its hands, or solving a serious problem faced by the majority of Moldova’s residents.”
The politician stressed that her proposal is an immediate measure that would help improve the situation created on national roads due to severe weather conditions.
“However, long‑term solutions are also needed. And the best solution is to set a strict benchmark — a fixed percentage of GDP allocated annually for the maintenance of national roads. Currently, allocations are around 0.5%, which is unacceptable, because such an amount cannot ensure even minimally decent roads. For comparison: the 2026 road budget is 1.8 billion lei, while the budget of the Ministry of Internal Affairs is 5.44 billion, the Ministry of Finance — 2.4 billion, the Ministry of Defence — 2.16 billion, the Ministry of Justice — 1.96 billion, and so on. It is not normal for the road budget to be smaller than the budgets of several ministries! Therefore, esteemed leadership of the Government and Parliament, I propose establishing a strict benchmark — the annual road budget must be at least 1.5% of GDP. This would allow the current budget to triple and would provide a solid guarantee that Moldova’s roads will be in good condition. If we can find money for the constant increase of central administration budgets, if we have set a benchmark of 1% of GDP for defence spending in the coming years, why not set a fixed benchmark of 1.5% of GDP for roads? In the end, all citizens of the Republic of Moldova would benefit,” the political leader emphasized.
