At the Munich Security Conference, Moldova’s Deputy Prime Minister and Minister of Foreign Affairs, Mihai Popșoi, participated alongside Romania’s Foreign Minister Oana Țoiu and Ukraine’s Foreign Minister Andrii Sybiha in the first “Odesa Triangle” foreign ministers’ meeting of the year.
The discussions focused on strengthening trilateral cooperation in the context of security challenges stemming from Russia’s aggression against Ukraine, with emphasis on political coordination, energy security, and regional connectivity. The ministers highlighted the need for joint actions to counter hybrid threats and disinformation.
They welcomed progress in the energy sector, including the development of electricity interconnections and closer alignment with the European energy market, as well as infrastructure projects aimed at better integrating the region into European transport networks.
Minister Popșoi reiterated Moldova’s solidarity with Ukraine and stressed the importance of the shared European path, noting that Ukraine’s security is directly linked to Moldova’s own. He also thanked Romania for its consistent support, particularly in managing energy and security crises, and reaffirmed Moldova’s commitment to deepening trilateral cooperation and advancing European integration.
The ministers emphasized the importance of the “Odesa Triangle” as an effective coordination mechanism for implementing joint projects that strengthen regional stability and development.
The trilateral cooperation format between Moldova, Romania, and Ukraine was launched at ministerial level in Odesa in 2022, with subsequent meetings held in Bucharest (2023), Chișinău (2024), and Chernivtsi (2025), where coordination mechanisms among the three foreign ministries were further consolidated. The format now serves as a platform for dialogue and cooperation on strategic areas such as security, energy, infrastructure, countering disinformation, and supporting the European integration of Moldova and Ukraine.
