During December of last year, Members of Parliament held three plenary sessions with a total duration of 30 hours. In the same period, 43 draft normative acts entered the legislative procedure.

In total, Parliament adopted 39 normative acts in December — 34 laws and 5 decisions. Notably, five of the adopted initiatives were drafted to harmonize national legislation with European Union law, while another seven are part of Moldova’s National Programme for EU Accession.

In the final month of 2025, Parliament approved the budgets for 2026. The state budget for 2026 provides for expanded investments and significant increases in funding for education, healthcare, and infrastructure. The social insurance budget includes additional support for families, children, and elderly persons, while the Law on Mandatory Health Insurance Funds allocates more resources for medical services and compensated medicines.

During the same period, Parliament streamlined procedures for obtaining 26 types of permissive documents and adopted legislative measures to simplify business operations, including certain fiscal facilities for entrepreneurs. Another adopted law introduces a moratorium on the enforcement of property and tax obligations of farmers affected by natural disasters in 2024–2025.

Other normative acts adopted by Parliament include stricter rules for the acquisition and possession of weapons; measures to protect participants in public events; regulations on volunteer activity; enhanced state control in the field of labour relations and occupational safety; and updated public procurement legislation aligned with EU standards. Parliament also ratified the Agreement with the European Union on Moldova’s participation in the “Creative Europe” Programme. Additionally, MPs established a special parliamentary commission for monitoring and parliamentary oversight of the implementation of Moldova’s reintegration policy.

Before being put to a vote in the plenary, the draft acts were examined by the standing committees. In December, these committees held 43 meetings, during which they approved 86 reports, 19 co‑reports, and 95 opinions.
