The Parliament of the XII legislature will convene for its inaugural session on October 22, starting at 10:00 AM. The President of the Republic of Moldova, Maia Sandu, has signed the decree summoning the first meeting of the newly elected Parliament, following the validation of the September 28, 2025 parliamentary election results by the Constitutional Court, TRIBUNA reports.
A new legislature begins its activity with the constitutive session of Parliament. The session will be chaired by the acting senior member by age in the new composition of Parliament, Zinaida Greceanîi. Attending the session will be the President of the Republic of Moldova, elected deputies, members of the Constitutional Court, members of the Central Electoral Commission, and representatives of the diplomatic corps accredited in Chișinău.
At the beginning of the session, the President of the Constitutional Court, Domnica Manole, will present the report on the election results and the validation of the mandates of the elected deputies. From the moment this report is presented, the Parliament is considered legally constituted.
Subsequently, the President of the Republic of Moldova, Maia Sandu, will deliver an address to the deputies of the XII legislature.
The next stage involves the formation of parliamentary factions. Factions are established within 10 days after the legal constitution of Parliament and must consist of at least 5 deputies.
This will be followed by the election of the President of Parliament, vice presidents, and the formation of the Standing Bureau. At the proposal of the parliamentary factions, Parliament will establish a commission to conduct the election of the President of Parliament. Once elected, the head of the legislature assumes leadership of the plenary proceedings. The investiture of the President of Parliament is ceremonial, marked by the handing over of the President’s Standard by the acting senior member. The Standard is carried by the Honor Guard, and a copy is presented to the outgoing President of Parliament.
The session will continue with the determination of the number of vice presidents and their individual election. Candidates are nominated by parliamentary factions, in accordance with political representation. Afterwards, the numerical and nominal composition of the Standing Bureau will be established. The Standing Bureau decides on the creation of permanent committees. The number, names, and composition—both numerical and nominal—of each committee will be decided by Parliament, based on the proposal of the Standing Bureau.
