More than 790 town halls are involved in the voluntary amalgamation process

Villages remain what they have always been — defined by their people, names, traditions, households, memories and way of life. What changes is the capacity of local administrations to do more for their communities. This is the purpose of the local public administration reform. A new video spot from the campaign “My Village. Our Town Hall” has been launched.

The spot explains in simple terms what voluntary amalgamation of town halls means and how this reform can bring more resources, better services and larger investments to localities across the Republic of Moldova. The video was produced in collaboration with the team behind the Moldovan film Hotarul, a comedy exploring neighbourly conflicts and the differences that can unite or divide us.

Currently, more than 790 town halls are involved in the voluntary amalgamation process. The reform aims to create stronger local administrations, capable of managing resources more efficiently, attracting investment and improving living conditions for residents.

“We work every day, side by side with mayors and communities, to expand this process so that more localities can benefit from the opportunities offered by the reform. We want strong town halls for our strong mayors — institutions capable of attracting investment, implementing development projects and delivering better public services,” said Government Secretary General Alexei Buzu.

Today, many town halls operate with small budgets and limited capacity to invest in essential services: roads, water and sanitation, street lighting, waste management or accessible public services. Over 87% of Moldova’s town halls serve communities with fewer than 3,000 residents.

Through voluntary amalgamation, localities can choose to merge their administrations to gain more resources and greater development capacity. Communities that opt for this path will receive financial incentives of 3,000 lei per resident from the villages that amalgamate. Another key benefit is bringing services closer to people: more than 600 services will be available through Unified Service Centers and the One‑Stop Shop. Each locality will also have a representative of the mayor to maintain direct connection with residents.

Voluntary amalgamation does not mean villages disappear. Villages remain in the hands of their people. Traditions stay the same. What changes is the ability of town halls to build more: better roads, more efficient services and improved living conditions for every family.

Because together, communities are stronger.
