The Republic of Moldova has completed the stage of clearing the land of the former Republican Stadium for its transfer to the Government of the United States of America. The land is intended for the construction of the new headquarters of the U.S. Embassy in the Republic of Moldova, as well as for the development of a public park, with the preservation of the emblematic gates of the former stadium, TRIBUNA reports.
“This is a very important project for the strategic partnership between the Republic of Moldova and the United States. I believe this historic district of Chișinău will also undergo a beautiful development, with the preservation of its historical component, the emblematic gates of the former stadium,” said Prime Minister Alexandru Munteanu, noting the positive transformations following the construction of U.S. Embassy buildings in Kyiv and Bucharest.
Through the actions carried out, the state has fulfilled its obligations for this stage. The project has been awaited by the American side for more than nine years, and the next step is for the U.S. side to confirm the exercise of the purchase option and to make the payment of 18 million euros for the transfer of ownership rights over the land to the Government of the United States of America. After this confirmation, the Government of the Republic of Moldova will issue the handover‑receipt act and ensure the registration of the ownership right in the Real Estate Register. These steps will allow the American side to begin developing the area.
The Public Property Agency (APP) managed the process in which all private assets located on the land were expropriated and legally recognized. The procedure concerned 16 assets belonging to 10 rights holders. The total amount currently set for compensation for the expropriated assets is 96,469,722 lei, the equivalent of approximately 4.94 million euros. Payments are made in accordance with the law, based on applications submitted by the rights holders.
To cover these costs, the American side has already transferred the first payment of 3.2 million euros, and the difference between the initially allocated amount and the established compensation value has been requested from the American side through the submission of supporting documents. This amount is to be transferred to the Moldovan side within the reimbursement limit of up to 7.5 million euros.
The APP specifies that the state compensates only legally existing assets, confirmed by documents and registered according to the law. Unauthorized constructions, unregistered assets, or claims without legal basis cannot be paid from public funds. This rule protects the public interest and ensures fair treatment for all persons concerned. The state acts legally, responsibly, and predictably, with respect for property rights, for the interest of citizens, and for the strategic partnership between the Republic of Moldova and the United States of America.
