Prime Minister: In an increasingly complex risk environment, institutional preparedness has become an integral part of national security and national resilience

Prime Minister Alexandru Munteanu participated in the High‑Level Seminar on Government Continuity and Continuity of Operations, an event dedicated to strengthening the resilience of the Republic of Moldova and building a public sector that is better prepared, better coordinated, and more capable of responding to crisis situations.

The seminar brought together ministers, secretaries of state, and external partners, including representatives of the U.S. Embassy in the Republic of Moldova and the NATO Liaison Office in Chișinău. Participants examined and validated the National Concept on Government Continuity, as well as the standardized methodological framework for developing institutional‑level Continuity of Operations Plans.

The Concept aims to ensure the continuity of the state’s fundamental functions during emergencies or crises, while maintaining constitutional authority, lawful leadership, and institutional legitimacy.

“Government continuity and continuity of operations are essential elements of the state’s ability to function, make decisions, and protect the public interest under any circumstances. In an increasingly complex risk environment, institutional preparedness has become an integral part of national security and national resilience,” stated Prime Minister Alexandru Munteanu.

The Prime Minister noted that recent crises faced by the Republic of Moldova have shown that multiple sectors can be affected simultaneously — energy, cybersecurity, infrastructure, logistics, and public services. In this context, coordination capacity becomes a key component of national resilience.

The essential role of the National Crisis Management Center was highlighted, as it helps institutions strengthen their preparedness, improve coordination, and ensure continuity under any circumstances. The Prime Minister also thanked external partners supporting Moldova’s resilience‑building efforts, particularly the United States, NATO, and the European Union.

“National resilience depends on the coherent functioning of the entire institutional system. In such moments, citizens expect stability, timely decisions, and continuity of essential services,” the Prime Minister emphasized.

The Concept is aligned with international best practices, including standards and recommendations of the European Union and NATO. Its implementation will be supported by tools designed to maintain the credibility and effectiveness of the continuity framework over time.
