Representatives of national minorities, refugees, returnees from the diaspora, adults active on the labour market, and children and students newly arrived from other linguistic and cultural communities will have expanded opportunities to learn the Romanian language.
The Cabinet of Ministers has approved the National Programme for Learning the Romanian Language for 2026–2028.
The new Programme builds on the actions implemented during 2023–2025 and aims to develop and implement an integrated national system for teaching, learning, assessing, and certifying Romanian‑language competencies, tailored to diverse beneficiary groups and proficiency levels.
To support non‑Romanian‑speaking students, the Programme introduces remedial initiatives focused on improving communication skills and raising performance in national assessments, including graduation exams.
The Programme also provides for updating the curriculum and teaching materials. In addition, it foresees the use of digital platforms, interactive applications, and multimedia tools for Romanian‑language learning, including in distance‑learning formats.
Measures are also planned to motivate and retain teaching staff and attract young specialists. These include facilitating career advancement, increasing scholarship amounts for students specializing in Romanian language and literature, offering relocation allowances, and ensuring targeted transfers to support employment in disadvantaged institutions.
Implementing the National Programme for Learning the Romanian Language for 2026–2028 will contribute to improving the quality of educational services, enhancing beneficiaries’ social and professional integration, strengthening social cohesion, reducing inequalities, promoting linguistic and cultural inclusion, and reinforcing civic identity.
