Win Capital and Inamstro can move forward with the real estate project. The administrative deadlock has been resolved

The fate of an unfinished Soviet-era building is close to being resolved, meaning one less ruin in the center of the capital. In this context, the Romanian‑capital company Win Capital, together with the local developer Inamstro, has succeeded in unblocking an administrative impasse concerning the redevelopment of a property located at 169 Ștefan cel Mare și Sfânt Boulevard.

The issue arose because part of the land—public property of the state—was being occupied without legal grounds by a nearby institution. This situation prevented any construction work from starting and made it impossible to carry out the feasibility study required for the real estate project.

In May 2025, the investors addressed an open letter to the central authorities of the Republic of Moldova, requesting their intervention to resolve the blockage and to delimit the land associated with the privately owned structure. In the letter, the companies pointed to the lack of clear administrative decisions, unjustified delays, and the impossibility of legally developing the property.

“Inamstro SRL is a real estate developer with a name and reputation in the Republic of Moldova and abroad, and it owns the unfinished structure you have seen behind the Artico building. That structure was purchased in 2022, and in 2023 we managed to attract a foreign investor to the project—a Romanian‑capital investor. After considerable effort, at the end of 2025 we obtained the superficies right over the land of this construction,” stated Inamstro SRL’s lawyer, Ion Briceac.

More than six months after that appeal, the situation has begun to clarify—an indication that institutional dialogue can indeed generate concrete solutions. Company representatives emphasize that the involvement of the authorities, as well as the support of the Embassy of Romania in Chișinău, played a decisive role in identifying a solution that allowed the process to move forward.

“We wish to express our gratitude to the state authorities and law‑enforcement bodies for their involvement throughout the bureaucratic process that both the foreign investor and Inamstro have had to navigate over these years. Diplomatic missions have also shown active engagement in this project,” highlighted Inamstro SRL administrator Serghei Panfili.

Win Capital and Inamstro now announce plans to modernize the area. The unfinished structure—considered an urban safety risk—will be replaced with a modern building, and the developers estimate that construction work will begin in the near future. The investors view this progress as a positive signal for the investment climate and for the development prospects of the capital.
