Kaja Kallas, High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, has welcomed the outcome of the parliamentary elections held in the Republic of Moldova on Sunday, 28 September, praising the citizens for their democratic engagement and reaffirming the EU’s support for Moldova’s European path.
“The results of these elections confirm the Moldovan people’s enduring commitment to a European future, as enshrined in their Constitution,” Kallas stated. “Voters have given a clear and strong mandate to continue Moldova’s determined engagement toward EU membership.”
According to preliminary findings by the OSCE/ODIHR, the elections were competitive, offered genuine political alternatives, and were conducted in an organized manner under a solid legal framework. While newly introduced laws and candidate eligibility criteria posed certain challenges, the Central Electoral Commission acted promptly to address them. The campaign and voting process unfolded amid unprecedented interference and pressure from the Russian Federation, a concern also highlighted by OSCE/ODIHR observers.
The European Union strongly condemned the hybrid attacks orchestrated by Russia and its proxies, which sought to undermine democratic institutions and the rule of law in Moldova. These efforts included disinformation campaigns, vote-buying, cyber-attacks, and the training of provocateurs aimed at destabilizing the country and polarizing society.
“We commend the resilience and determination of Moldovan citizens in resisting malign interference and safeguarding their democratic choice,” Kallas emphasized. “We also recognize the efforts of Moldova’s institutions in ensuring the integrity of the electoral process under sustained external pressure.”
The EU reaffirmed its commitment to working closely with Moldova’s newly elected Parliament and incoming Government to advance accession negotiations, implement key reforms, and strengthen the country’s resilience and economic development.
“The future of the Republic of Moldova lies within the European Union,” Kallas concluded. “We welcome the quality and pace of Moldova’s accession-related reforms and stand ready to take the next steps in the enlargement process, guided by a merit-based approach.”
