ENEMO - The international mission for the observation of the elections in Moldova presented the preliminary conclusions

ENEMO, the international mission for the observation of the elections in Moldova on the parliamentary elections of 24 February 2019 presented the findings and preliminary conclusions at a press conference, TRIBUNA informs.

The leadership of the Mission noted that ENEMO experts monitored 115 polling stations: 112 in the country and 3 abroad. The mission monitored the parliamentary elections, not the consultative referendum of 24 February, but drew attention to the issues that could influence the parliamentary scrutiny.

“The parliamentary elections took place according to the new system – the mixed system. ENEMO notes that the legislative amendments have been widely criticized internally and externally, and were adopted without complying of the ENEMO / ODIHR recommendations, “said the leadership of the Mission.

ENEMO also stated that the voting presence in the three constituencies abroad generates some questions regarding the equality of the voting right, in some sections, there were many more voters than in others.

Concerning the transparency of the electoral process, the information and decisions, as well as the preliminary results submitted on-line by the CEC, contributed to its assurance.

“The campaign was intense, especially near the voting day. There was a large number of personal allegations among competitors, but also numerous complaints, “officials said.

The observers of ENEMO also found several mistakes and irregularities in the election day: the use of video cameras, the holding of the referendum on the same day, lack of access to many sections for people with mobility deficiencies. At the same time, ENEMO referred to the abusive use of the administrative resources and the transport of voters – ascertained by other interlocutors, but also by the mass transport of voters from the left bank of the Dniester River, the purchase of votes – reported to the authorities, and others.

ENEMO states that the electoral process continues and the final report with the conclusions of the Mission for the Parliamentary Elections will be published later.
