LDPM Demands That Authorities Be Held Accountable for Citizens’ Personal Data Leak

The Liberal Democratic Party of Moldova (LDPM) has issued a statement highlighting what it describes as a failure to ensure cybersecurity and demanding that the authorities be held accountable for the leak of citizens’ personal data, TRIBUNA reports.

According to the party, the unauthorized extraction of approximately 750,000 personal identification numbers (IDNP), based on preliminary estimates, reveals a significant gap between the authorities’ assurances and the actual protection of citizens.

“The LDPM condemns the lack of a political response and President Maia Sandu’s refusal to convene the Supreme Security Council to address this cyberattack. The compromise of data belonging to 32% of citizens required an immediate response at the highest state level. The absence of such a response stands in sharp contrast to the authorities’ populist rhetoric on security and demonstrates their unwillingness to assume political responsibility,” the party stated.

The Liberal Democrats believe that the ruling PAS party bears responsibility for the security of state information systems and the protection of personal data. According to the LDPM, citizens have the right to know who accessed their data, what information was extracted, how long it remained vulnerable, and what measures will be taken to protect them.

The party also expressed particular concern over reports of foreign surveillance technologies being used at strategic facilities, including Chișinău International Airport, the Public Services Agency (ASP), and road surveillance systems. The LDPM argues that this raises questions about the possibility of remote access to data by foreign entities.

In this context, the party demands explanations regarding who authorized the procurement and installation of these technologies, as well as an assessment of the risks associated with similar surveillance systems used in private homes.

Furthermore, the Liberal Democrats are calling for an investigation into the extent of the potential exposure of cadastral data, the possible links between the incidents, and whether the information obtained could be used for fraudulent purposes.

The LDPM also recalled an incident in 2022, when unauthorized access was gained to the personal data of 680,259 citizens. According to the party, no one faced consequences proportionate to the seriousness of the incident.

“Close ties to PAS cannot exempt anyone from accountability. Superficial investigations into such cases contribute to the recurrence of abuses,” the statement emphasized.

In this regard, the LDPM calls on Parliament and the Government to urgently adopt a legal framework providing for additional identity verification when granting loans and transferring property rights, mechanisms for challenging fraudulent transactions, protection of victims from debts resulting from unauthorized activities, and compensation for damages.

The party also insists on individually notifying citizens whose data has been compromised, establishing a unified assistance mechanism for victims, conducting an independent audit of the affected information systems, and publishing its findings.

“We insist on public parliamentary hearings and the establishment of administrative, political and, where justified, criminal liability. The Government must prevent the misuse of compromised data against citizens, limit the consequences of the leak, and ensure effective legal remedies for every affected individual,” the LDPM stated.
