Moldova advances energy‑sector modernization through new partnership with Enabel

The Republic of Moldova is continuing the modernization of its energy sector and alignment with European standards through a new partnership with the Belgian Development Agency, Enabel. The Ministry of Energy and Enabel have signed a Memorandum of Understanding that sets the framework for cooperation in the coming years, with a focus on the energy transition and climate objectives, TRIBUNA reports.

The document was signed by Minister of Energy Dorin Junghietu and Enabel Director Jean Van Wetter, reflecting a shared commitment to building a more secure, efficient and sustainable energy system.

“Our energy sector is at a turning point. We are working intensively to modernize the system, strengthen resilience and align with European standards. In this context, partnerships with experienced and dedicated organizations such as Enabel are more than welcome. This Memorandum marks an important milestone in Moldova’s energy transition and in our European integration path,” said Minister Dorin Junghietu.

“Enabel brings strong experience in project implementation and mobilizing financing. Through this partnership, we aim to support the authorities’ efforts to accelerate the energy transition, the EU accession process, develop sustainable solutions and deliver concrete results for citizens,” added Enabel Director Jean Van Wetter.

Under the Memorandum, the two sides will exchange expertise and mobilize financial and technical resources to support reforms in the energy sector. Cooperation will focus on modernizing the energy system, developing renewable sources, increasing energy efficiency and strengthening infrastructure resilience.

The document also provides for strengthening the capacities of public institutions in the sector, including through experience‑sharing and study visits, as well as support for developing a regulatory framework aligned with EU legislation. A key priority will be the development of the electricity market, including balancing mechanisms, ancillary services and the implementation of network codes by the transmission system operator.

The partnership will also support modern and decentralized energy solutions, particularly for public institutions such as hospitals and schools, and will facilitate the launch of innovative pilot projects. These will include new financing models for energy efficiency — such as the Super ESCO program — and energy‑storage technologies, including battery energy storage systems (BESS).

As part of the cooperation, Moldovan experts will be able to participate in study visits to Belgium, together with partners from Ukraine, to learn from European experience in areas such as energy efficiency, financing models and system‑flexibility solutions.

Implementation of the Memorandum will be monitored through regular consultations between the parties to assess progress and adjust actions as needed.
