The Government of the Republic of Moldova and the Government of the United Arab Emirates have signed a Memorandum of Understanding on the mutual recognition and exchange of driving licences — a document that will facilitate the mobility of citizens of both states.
The Memorandum provides for the mutual recognition of valid driving licences for citizens temporarily residing in the other state, as well as their exchange — without theoretical or practical examinations — for certain categories of vehicles when establishing residence, in accordance with applicable legal requirements.
The signing of the Memorandum reflects the advanced level of Moldovan‑Emirati relations and forms part of joint efforts to strengthen the bilateral legal framework, alongside other initiatives aimed at facilitating mobility and people‑to‑people contacts, including the Visa Liberalisation Agreement signed on 4 August 2025, which offers concrete benefits to citizens of both countries.
The Ministry of Foreign Affairs welcomes this important step, which contributes to deepening the bilateral partnership and enhancing practical cooperation between the institutions of the Republic of Moldova and the United Arab Emirates.
The Memorandum was signed by Moldova’s Minister of Internal Affairs, Daniella Misail‑Nichitin, and the UAE Deputy Prime Minister and Minister of Interior, H.H. Sheikh Saif bin Zayed Al Nahyan.
