Maia Sandu Attends Diplomatic Conference on Establishing the International Claims Commission for Ukraine

President of the Republic of Moldova Maia Sandu is attending the diplomatic conference dedicated to the adoption of the Convention establishing the International Claims Commission for Ukraine, held in The Hague, Kingdom of the Netherlands. The Convention is being developed under the auspices of the Council of Europe. Moldova holds the Presidency of the Committee of Ministers of the Council of Europe from November 2025 to May 2026, TRIBUNA reports.

President Sandu will open the conference alongside Dutch Prime Minister Dick Schoof, Ukrainian President Volodymyr Zelenskyy, and Council of Europe Secretary General Alain Berset.

The visit agenda also includes meetings with President Zelensky, Prime Minister Schoof, the presidents of both chambers of the Dutch Parliament, as well as a discussion with international relations experts hosted by the Clingendael Institute.

The International Claims Commission for Ukraine is an international mechanism established under the Council of Europe to examine and resolve compensation claims for damages caused by Russia’s aggression against Ukraine. The Commission represents the next step after the creation of the Register of Damage for Ukraine, agreed upon by heads of state and government at the Council of Europe Summit in Reykjavík (to date, 44 states and the European Union have joined the Register, which has already received over 80,000 claims). The new Commission will be mandated to review, assess, and resolve claims submitted to the Register and determine, case by case, the amount of compensation owed.
