The Republic of Moldova has achieved the highest scores among the Energy Community member states in transposing European legislation, according to the organization’s annual report, TRIBUNA informs.

“Moldova maintained its leading position for the second consecutive year, with an impressive implementation score of 74%, driven by significant progress in electricity market reforms, supply security, governance, and ETS implementation — without any setbacks in any chapter,” notes the Energy Community Secretariat.

In the natural gas sector, progress was noted in advancing the compliance calendar for unbundling — the separation of transport, distribution, and supply activities — by July 31, 2025. At the same time, the supply security framework contributed to resilience during the past winter.

After completing the transposition of the Energy Integration Package, Moldova should prioritize implementing day-ahead and intraday markets for coupling with European markets and develop the balancing market, starting with a transparent and competitive auction for new capacities.

The Secretariat recommends that Moldova advance gas market liberalization, launch the implementation of the balancing network code, group interconnection capacities, and fulfill the remaining certification conditions of the TSO.

It also emphasizes the need for a long-term climate neutrality strategy, adoption of secondary legislation to fully transpose REDII sustainability criteria and greenhouse gas emission standards for biofuels, bioliquids, and biomass fuels, and full implementation of energy efficiency legislation, including certification, energy performance contracts, and labeling.
