Republican Party “Heart of Moldova” at the Constitutional Court: We Were Banned from Participating in the Elections Without a Final Decision

The Republican Party “Heart of Moldova” (PRIM) has submitted a complaint to the Constitutional Court today regarding its arbitrary exclusion from the elections without a final court ruling, TRIBUNA reports.

In the complaint, it is stated that the Republican Party “Heart of Moldova” was prohibited from participating in the electoral process through a provisional measure, without a final decision, without clear evidence, and without respect for the right to defense.

“This restriction was applied based on a controversial law adopted just a few months before the elections (in force since June 14, 2025), in contradiction with international standards that prohibit changing electoral rules close to election dates. Based on this measure, the Central Electoral Commission (CEC) excluded several candidates from the Electoral Bloc ‘Patriotic of the Socialists, Communists, Heart and Future of Moldova’ solely because the Republican Party ‘Heart of Moldova’ was a member of the Bloc. Neither the Bloc nor the excluded candidates were party to the proceedings, and no legal violation was attributed to them. The exclusions were issued without substantive analysis, without any express judicial or legal prescription for the CEC’s actions, without effective appeal, and without a final court decision,” the press release states.

The authors further note that the Ministry of Justice’s request to suspend PRIM’s activity for 12 months is scheduled to be examined only after the elections, on October 20, 2025—by which time the electoral damage will be irreparable.

“The actions of the authorities were also noted by international observers. The conclusions are clear:

  • A party was removed from the elections without a final decision and without any evidence;
  • Candidates were abusively eliminated, without fault and without defense;
  • There was no effective appeal, nor any real possibility of contestation.
    Elections cannot be considered free and fair when:
  • The rules of the game are changed shortly before the vote;
  • Decisions are made arbitrarily, without ensuring transparency;
  • Electoral rights are annulled through unjustified provisional measures,” the authors affirm.

The Republican Party “Heart of Moldova” describes the events as a dangerous precedent for Moldovan democracy and calls on the Constitutional Court to intervene, within the limits of its powers, to restore legality and justice.
