PSRM Presents a Package of Amendments to Fiscal and Budgetary Policy to Reduce the Tax Burden on Citizens

Members of Parliament from the Party of Socialists of the Republic of Moldova (PSRM), Vladimir Odnostalco and Alla Ursu-Antoci, presented today, at a press conference held in Parliament, a package of amendments to the fiscal and budgetary policy for 2027 aimed at reducing the tax burden on citizens and the business environment envisaged by the Government’s draft, TRIBUNA reports.

In particular, the Socialists propose maintaining reduced VAT rates next year for socially important goods and services, raising the electricity and natural gas consumption thresholds to which the reduced VAT rate applies, increasing tax deductions for families with children, and maintaining the current rates for peasant farms, agricultural products and the HoReCa sector.

“Fiscal and budgetary policy for 2027 has only one task: to take as much money as possible out of our pockets and give back whatever it can,” said PSRM MP Vladimir Odnostalco. According to him, the amendments proposed by the Government could place an additional burden on the population and lead to higher prices. The Socialists are calling for the Government’s draft to be revised.

1. PSRM Proposes Restoring Preferential Tax Treatment for Socially Important Goods and Maintaining the 8% VAT Rate for Agricultural Products

Vladimir Odnostalco recalled that in the spring of this year, the Government abolished the provision limiting the trade markup on a list of socially important products. These include bread, milk, cereals and fish—in other words, basic products needed for daily consumption. The MP considers it necessary to restore preferential tax treatment for socially important goods.

The MP also pointed out that the current VAT rate for agricultural products is 8%, while the Government is proposing to increase it to 12%.

“This will automatically lead to a shocking and widespread increase in food prices,” the MP said.

PSRM proposes maintaining the current 7% rate for peasant farms, instead of increasing it to 12%, as proposed by the Government.

2. Increasing Preferential Consumption Thresholds for Electricity and Gas

PSRM proposes increasing the electricity consumption threshold subject to preferential tax treatment from 100 to 250 kWh per month for each household.

PSRM also proposes increasing the natural gas consumption threshold for households living in individual houses from 150 to 400 cubic meters per month, with the reduced 8% VAT rate applying within that threshold.

3. Maintaining Preferential Tax Treatment for the HoReCa Sector

PSRM proposes maintaining the 8% VAT rate for the HoReCa sector instead of increasing it to 12%, as proposed by the Government.

According to Vladimir Odnostalco, the VAT increase would be reflected in prices and create an additional burden for businesses in the sector, which employs thousands of people.

4. Increasing Tax Deductions for Families with Children

PSRM proposes increasing the tax deduction for children and dependent family members from 9,900 to 15,000 lei.

5. Maintaining Current Tax Conditions for Donations

PSRM proposes maintaining the current 6% tax rate applicable to donations, without increasing it to 12%.

The Socialists also propose maintaining the VAT exemption for goods and services transferred as donations to social institutions.

6. PSRM Opposes the Cancellation of the 50% Capital Gains Tax Allowance

Alla Ursu-Antoci presented an amendment providing for the retention of the provision allowing a 50% reduction of taxable capital gains.

According to the MP, abolishing this provision would increase the tax burden on citizens and companies and could have a negative impact on investment and official transactions.

“We need more official transactions, not incentives for the shadow economy,” Alla Ursu-Antoci stressed.

7. Directing Additional Excise Revenue Toward Disease and Addiction Prevention

PSRM also intends to propose amendments concerning the so-called tax on “harmful” products and services.

Vladimir Odnostalco said that these revenues should be directed toward prevention programs, particularly those aimed at combating addictions, preventing cancer and cardiovascular diseases, and providing free screening services.

Separately, the MP proposed applying the relevant tax to the “Moldovan National Lottery” as well as introducing such a tax for manufacturers of tobacco products, strong alcoholic beverages and beer.

PSRM MPs emphasized that the package of amendments presented represents only part of the Socialists’ proposals regarding fiscal and budgetary policy. Members of the parliamentary faction intend to submit additional amendments in the coming days.
