CNA Strengthens Institutional Cooperation with OLAF

The National Anticorruption Center (CNA) of the Republic of Moldova participated in the annual seminar of the Anti-Fraud Coordination Services Network (AFCOS), held on October 8–9, 2025, in Tirana, Albania. The event, organized in collaboration with the European Anti-Fraud Office (OLAF), aimed to strengthen cooperation between national authorities of candidate countries and European institutions in protecting the financial interests of the European Union, reports TRIBUNA.

CNA was represented by Valeriu Cupcea, Head of the International Cooperation Directorate, who actively contributed to sessions focused on information exchange and operational practices in preventing and combating fraud affecting EU funds. Participants discussed key aspects of AFCOS network efficiency, reporting mechanisms, fraud investigations, and the application of EU standards in cooperation with OLAF. Case studies and best practices from candidate and potential candidate countries were presented to enhance institutional capacity in managing external funds.

A key item on the seminar’s agenda was the analysis of AFCOS services’ role in the context of new EU support instruments, including the Western Balkans, Ukraine, and Moldova Mechanism, as well as the impact of transitioning to performance-based funding models on the anti-fraud framework.

CNA’s participation in this event reflects Moldova’s strong commitment to good governance and transparency in managing external assistance. As OLAF’s national contact point, CNA is the authority responsible for operational information exchange and coordination of investigations into potential fraud, corruption, or other offenses harming EU funds.

By reinforcing international cooperation and applying European best practices, CNA actively contributes to Moldova’s European integration goals and strengthens the state’s capacity to safeguard external resources dedicated to sustainable development.
