The Promo-LEX Association today presented its third monitoring report on the parliamentary elections of February 24, 2019, TRIBUNA informs.

At a press conference, the program director of the Association, Pavel Postica, made the observation mission totals: „The monitoring was done from 9 January to 22 January. The first cases in which the SIS and police authorities are trying to monitor the work of observers in the territory were attested. Two electoral exercises will take place on February 24, and many actors involved in the electoral process are involved in the Referendum process. We have requested the CEC’s opinion on this issue if parliamentary election observers can also be alerted to the Referendum.

The CEC had an active performance during this period. The accreditation of observers can be highlighted.

Polling stations were organized in a legal term. In the territory will be opened 1 271 polling stations, 47 for Transnistria and 125 for the Diaspora. The solution adopted by the Government to open several polling stations abroad was accepted, but we point out that budgetary resources have been allocated for the opening of 150 sections abroad. The Government didn’t provide explanations in this respect.

The first cases of registering trusted people are attested. According to the law, their number should not exceed 15, but in some regions, they are beyond measure. We have confirmed migration of persons delegated by parties to  Electoral Councils of the electoral constituency and 17 other cases of changing the composition of the CECE.

Appointment of candidates: 11 applications were submitted to the national constituency, of which 6 were approved. The last registered political parties ensured the minimum share of 40% of women, but there is a bad tendency to place them in the last positions.

The initiative groups on uninominal constituencies: 403 groups were registered, 2 applications were rejected; 75% of the created groups belong to the parties and 25% to the independent ones. We have the information that 212 candidates were registered, of whom 13 are independent.

The electoral lists and the State Electoral Register: 271 interviews were conducted in the territory and 106 cases were registered where registrars refused or could not be interviewed. 131 registrars said they had 6,528 conflicts, most of them over 4,000, refers to addresses.

The electoral litigation: there were 13 complains, 9 by political parties and 4 by independent candidates. The political parties activity: the majority of the appeals were filed by the Bloc ACUM – 4, the PCRM – 3 and the “Şor” Party – 1.

The Public Administration: the majority of APL’s have not been able to cope with the challenges in setting up an electoral display.

The  ANI’s approach to releasing an integrity record is strange – it’s the case of our Party’s candidate Victor Bogatico.

The performance of electoral contestants: most of them have been actively involved and have carried out masked events under electoral tents. There were 110 events with an electoral tint, 62% belonged to PSRM, 12% to the Bloc ACUM, 11 to PDM and 9 to the “Shor” Party.

There have been 5 cases of use of administrative resources, 4 cases refer to PDM and 1 to PSRM.

Observers have certified 13 cases that can be categorized as offering gifts: 8 – PSRM, 3 – “Shor” Party and 1 – PL and PDM.

Campaign funding: At least 145 initiative groups have not submitted any report on campaign funding or statements that they have not incurred expenses. These are PCRM, PL and PDA. The observers have certified activities impossible to achieve without financial support to PCRM and PL.

There were no reports of expenses of 618 thousand lei in the Party “Şor”, 253 thousand – PSRM, 177 thousand – PDM, 33 thousand – PN, 35 thousand – PCRM, 10 thousand – PL and 2 300 lei – at the Block NOW, “said Pavel Postica.
