Irina Vlah, leader of the Republican Party “INIMA MOLDOVEI” (Heart of Moldova), has sent an open letter to the diplomatic corps accredited to the Republic of Moldova, informing them of the latest developments concerning the party. According to a ruling issued by the Supreme Court of Justice on October 30, 2026, the party will fully resume its activities starting November 24, following nearly 14 months of restrictions.
The politician stressed, however, that lifting the restrictions does not mean that the political rights that were violated have been restored. The 2025 parliamentary elections have already taken place without our participation, and the consequences of our exclusion from the electoral race can no longer be undone.
“I would like to remind you that the Republican Party ‘INIMA MOLDOVEI’ was excluded from the parliamentary elections just two days before the vote, on the basis of suspicions of illegal financing. Subsequently, the Central Electoral Commission conducted an extensive audit of our party’s financial activities, which lasted approximately eight months. The audit found no evidence of illegal financing. Nevertheless, the restrictions on the party’s activities remained in force.
This raises a fundamental question: who will restore the political rights of a party that was excluded from an election on the basis of suspicions that were not substantiated by the investigation conducted by the competent state authority, and through what mechanisms?
I would also like to draw your attention to several other important circumstances. Amendments to the Law on Political Parties, which made it possible to exclude our party from the elections and restrict its activities, were adopted by Parliament in June 2025, less than four months before the election. This raises serious questions regarding compliance with international standards on the stability of electoral legislation.
Furthermore, in March 2026, the Venice Commission emphasized the importance of having sufficient evidence and respecting the principle of proportionality when imposing restrictions on the activities of political parties,” the political leader recalled.
Addressing representatives of the diplomatic corps, Irina Vlah further stated:
“The Republican Party ‘INIMA MOLDOVEI’ has become the target of politically motivated actions intended to discredit it and remove it from political competition during the parliamentary elections. However, this case concerns more than just our team. It concerns respect for democratic principles, political pluralism, and the right of the citizens of the Republic of Moldova to freely choose their representatives.
We are determined to secure an objective legal assessment of the abuses committed against our party, including before the European Court of Human Rights. In this regard, I respectfully ask you to continue closely monitoring the developments in our case and to take the circumstances outlined above into account when assessing compliance with democratic standards and the principles of the rule of law in the Republic of Moldova.
For my part, I am ready to provide you with the necessary documents and keep you informed of any further developments in the case.”
