Moldova Launches Public Consultations on Local Public Administration Reform

From October 28 to November 5, 2026, the State Chancellery, together with the Government’s representatives in the territory, is organizing public consultations on the legislative package for local public administration reform. The reform aims to strengthen mayor’s offices and support the development of villages and towns across the country.

The legislative package proposes a new administrative-territorial map of the country, defines the powers and responsibilities of the future regions, introduces changes to the organization and functioning of local public administration, and establishes a minimum population threshold of 3,000 residents for a mayor’s office.

The Government encourages active participation in the public consultation process. Mayors, local elected officials, civil society representatives, citizens, and all interested parties are invited to discuss the proposals and contribute to improving the draft laws. Invitations have been extended to representative associations of local elected officials, parliamentary factions, the academic community, and extra-parliamentary political parties.

The legislative package is available for public consultation on particip.gov.md (https://shorturl.at/wCM7G and https://shorturl.at/4VZjN). Proposals and suggestions can be submitted during public discussions, directly on the platform through comments, or by email to [email protected].

As a reminder, according to the proposal presented by the Government, the country’s 32 districts are to be reorganized into three regions — North, Centre, and South — while the current Taraclia district would become a second-level municipality. The municipalities of Chișinău and Bălți will retain their current status, while the Autonomous Territorial Unit of Gagauzia will preserve its special status.

The new administrative-territorial structure envisages stronger mayor’s offices with greater resources and capacities to support the development of local communities.
