Progress in the implementation of two strategic documents for the Republic of Moldova’s accession to the European Union—the “Functioning of Democratic Institutions” roadmap and the “Rule of Law” roadmap (related to Chapter 23, “Judiciary and Fundamental Rights”)—was discussed today at the Ministry of Justice with representatives of civil society.
Members of the Working Group for the two roadmaps reported on the results achieved in 2026, the measures currently underway, and the priorities for the coming period.
The first consultation focused on actions aimed at ensuring free, fair, and transparent electoral processes, improving the functioning of Parliament, and fostering the participation of civil society in the development of public policies. Participants discussed the implementation of the planned measures and their impact on the functioning of democratic institutions.
Stela Braniște, Deputy Secretary General of the Ministry of Justice, emphasized that the evaluation of reforms takes into account changes that have occurred in practice, not just the adoption of legislation. “We need the opinions and recommendations of civil society, as well as the findings from the reports they produce, in order to gain the most complete picture possible of the progress made and to improve the functioning of our institutions, as well as our reporting to the European Commission,” stated Stela Braniște.
The second consultation focused on the functioning of the judiciary and the prosecution service, the fight against corruption, and the protection of fundamental rights. The responsible institutions presented the results, the measures to be completed by the end of the year, and the priorities for 2027.
State Secretary at the Ministry of Justice, Lilian Apostol, stated: “We seek a constructive dialogue with civil society, in order to jointly identify the most appropriate solutions that will enable us to make progress in implementing the actions on the European integration agenda.”
During both consultations, civil society representatives posed questions, requested clarifications, and put forward recommendations. The exchange of views focused on the progress made, existing challenges, and the solutions required to continue the reforms.
The roadmaps on “Functioning of Democratic Institutions” and “Rule of Law” are strategic documents within the Republic of Moldova’s accession process to the European Union. Consultations with civil society contribute to assessing the implementation of commitments, identifying challenges, and improving reporting to the European Commission.
