MP Vartanean: Why Are Bills Aligning National Legislation with European Standards Reaching Parliament at the Last Minute?

Why are bills aimed at aligning national legislation with European standards reaching Parliament at the last minute, without the necessary endorsements and in violation of legislative procedures? How many more such bills are yet to be rushed through Parliament? MAN MP Gaik Vartanean raised these questions during the first-reading examination of a draft law on strengthening guarantees of prosecutors’ procedural independence, TRIBUNA reports.

The MP requested explanations regarding the delay in drafting the bill and its urgent promotion without compliance with all procedural stages.

“Why was this bill not submitted at least a week earlier, so that all the necessary endorsements could be obtained? Why was its drafting delayed for so long, and why are we now being put in a position where we have to examine it in a rush, in violation of procedures?” Gaik Vartanean asked.

The MAN MP warned that such an approach was unacceptable, particularly when it came to bills concerning the Republic of Moldova’s commitments in the European integration process.

“If this is not an isolated case but a recurring practice, then we have a serious problem. We cannot continue to push bills forward belatedly and in violation of procedures,” the parliamentarian stressed.

Gaik Vartanean also asked whether there were other bills under Cluster 1 of the EU accession negotiations that had yet to be adopted and should be included in the report due on 28 October, when the Republic of Moldova is scheduled to officially receive the roadmap for accession to the European Union.
