Parliament held five plenary sittings in September

Throughout September, Parliament held five plenary sittings, lasting a total of more than 32 hours, during which 30 laws and decisions were adopted. In addition, 41 draft normative acts entered the legislative procedure. The data are included in the statistical report on legislative activity for the past month, TRIBUNA reports.

Of the total number of adopted acts, 23 were laws and seven were decisions. Ten of these acts concerned the harmonization of national legislation with EU standards. At the same time, 13 of the normative acts considered are included in Parliament’s Legislative Programme for 2026, while 11 are part of the National Programme for the Accession of the Republic of Moldova to the European Union for 2025–2029.

Among the adopted bills were those concerning one-time allowances of up to 4,000 lei for employees in the public sector; the possibility of calculating maternity benefits for unmarried and uninsured women based on the insured income of the child’s father; and measures to prevent telephone scams and fraud committed through electronic communications. Parliament also amended the budgets of the state social insurance system and the mandatory health insurance funds for 2026, and ratified a new agreement between the Republic of Moldova and Romania on strategic transport infrastructure. Parliament also declared a state of emergency at the national level in the energy and water management sectors for a period of 60 days.

Several legislative initiatives were examined in the first reading. These concern new professional development opportunities and salary supplements for employees in the social assistance system; the simplification of tax and customs legislation; declaring the modernization works of district heating systems in the municipalities of Chișinău and Bălți as works of public utility of national interest; and simplifying the process of obtaining permits for generating energy from renewable sources.

During the period under review, Parliament’s standing committees held 50 meetings, during which 66 reports, 28 co-reports and 40 opinions were approved. Three of these meetings were held outside the capital. The largest number of reports—32—were approved by the Committee on Economy, Budget and Finance, followed by the Committee on Social Protection, Health and Family, with eight reports. The Legal Committee for Appointments and Immunities and the Committee on National Security, Defence and Public Order each approved seven reports. Meanwhile, the largest number of opinions—14—were approved by the Committee on Public Administration and Regional Development.

In addition, during September, the Standing Bureau held six meetings and adopted four decisions. Eight public consultations and hearings were also held on the parliamentary platform concerning a number of legislative initiatives addressing matters of public interest.
