TRIBUNA continues its project presenting the political events that took place exactly one year ago. This time, we invite you to recall what happened on September 24, 2025.

Government-Approved Appointments

Oleg Cara was appointed Director General of the National Bureau of Statistics for a five-year term. He won the competition for the position.

Also, during the Government meeting, Andrian Munteanu was appointed head of the Service for Prevention and Combating Money Laundering for a five-year term. Lilian Moraru was recalled from his position as Consul General in Nice, France. Victor Martin was appointed in his place. Anatol Stratulat was recalled from his position as Consul General in Barcelona, Spain. Ion Panfil was appointed in his place.

Vladimir Plahotniuc’s Statements

Vladimir Plahotniuc, former leader of the Democratic Party, who was due to be extradited to the Republic of Moldova the following day, said in a social media message that September 28 offered Moldova a chance for major political change. He also said that the PAS government had “completely disappointed and failed miserably, suffocated the pluralism of ideas, subordinated state institutions, destroyed the economy, and lost people’s trust.”

Prosecutors’ Requests

PCCOCS prosecutors submitted 12 requests for 30-day pre-trial detention against people detained in the case involving participants in military camps in Serbia, over allegations of preparing mass disorder in Moldova.

NOI Announcement

The “NOI – New Historical Option” political party announced that it would have its own observers at polling stations in the diaspora. Under a decision of the Central Electoral Commission of September 22, 2025, a list of 100 party representatives was approved for the electoral period of the September 28, 2025 parliamentary elections at polling stations established abroad.

Victor Pruteanu’s Press Conference

The “Alternativa” Electoral Bloc presented its “Reunified Moldova” program. During a press conference, Victor Pruteanu, one of the bloc’s candidates in the September 28 parliamentary elections, said that the reintegration of the country could no longer remain merely an electoral slogan, but represented an essential condition for national security and prosperity.

“Alternativa” Bloc’s Request

Officers from the Chișinău Police Directorate conducted checks at a printing house in the capital based on information received from the State Tax Service. They discovered and seized 200 ballots bearing the “VOTED” stamp next to one of the political blocs participating in the parliamentary elections.

Law enforcement officers established that the ballots had been printed under a contract and were intended for the respective political bloc. Subsequently, Ion Ceban, one of the leaders of the “Alternativa” Bloc, called on the police at a briefing to apologize to the Bloc and to society as a whole. The “Alternativa” Bloc stated that it had officially ordered only 200 copies of promotional materials intended for the election campaign.

PRN Clarifications

The National Reunification Platform (PRN) provided clarifications regarding the withdrawal of the “Unirea Națiunii” Bloc from the electoral race and its support for the Party of Action and Solidarity. The formation said it had been a difficult decision, but a necessary and responsible one.

Prosecutor’s Office Announcement

The Drochia Prosecutor’s Office, Dondușeni Office, announced the completion of the criminal investigation and the referral to court of a criminal case initiated on the basis of a reasonable suspicion of electoral corruption. Five people were charged with offering goods in order to induce voters and supporters to exercise their electoral rights in a particular manner during the 2024 republican referendum.

Searches in an Illegal Financing Case

In the morning, officers from the Anticorruption Prosecutor’s Office, together with officers from the National Anticorruption Center, conducted searches at several locations across the country. The actions were carried out as part of a criminal case concerning the acceptance of illegal financing by a political party from an organized criminal group.

BEP Peace Action

The Patriotic Electoral Bloc of Socialists, Communists, Heart and Future of Moldova (BEP) held an action in support of peace. MPs, members, and supporters of the BEP participated.

The protesters called for Moldova’s constitutionally enshrined principle of neutrality to be respected and promoted both domestically and internationally, and criticized any attempts to divide citizens.

NOI Party Conference

The “NOI – New Historical Option” political party presented its vision for the social, healthcare, and education sectors at a press conference. NOI leader Dmitri Torner also said in an address that “the President’s recent speech in the electoral context — expected by many to be a moment of national unity — unfortunately turned into a pale repetition of the same clichés about the ‘hybrid war’ narrative.”

PDMM Statement

The Modern Democratic Party of Moldova (PDMM), in a statement, accused the governing party of applying new pressure against the PDMM, referring to a request submitted by the Ministry of Justice to the Central Court of Appeal seeking to restrict the party’s activity for one year.

Underground Printing House Discovered

Following joint actions by officers of the Chișinău Police Directorate and the Bălți Police Inspectorate, together with employees of the Intelligence and Security Service, an underground printing house involved in producing and distributing illegal materials with inflammatory content was identified and shut down.

iData Poll

The iData company published the results of a poll showing that four political forces were expected to enter the future Parliament: the Patriotic Electoral Bloc — 24.9%, the Party of Action and Solidarity — 24.7%, the “Alternativa” Bloc — 7.2%, and “Our Party” — 5.4%.

CEC Announcement

The Central Electoral Commission (CEC) announced that September 25, 2025 was the deadline for submitting documents to confirm representatives of electoral contestants to the CEC and lower-level electoral bodies. The CEC also reminded voters which documents they could use to exercise their right to vote.

PSDE Appeal

Tudor Ulianovschi, president of the European Social Democratic Party, said that during the election campaign the PSDE team had held more than 1,000 meetings in villages and cities. He also called on citizens to vote for PSDE.

“Moldovans” Alliance Proposal

The “Moldovans” Alliance party presented a draft law aimed at abolishing the National Road Transport Agency (ANTA). The document provided for a radical simplification of procedures, the transfer of control functions to the police, and a transition to a digital system for issuing permits.

Ministry of Finance Announcement

The Ministry of Finance announced the subscription schedule for Government Securities, available through the evms.md platform, for October–December 2025: October 6–15, November 3–12, and December 1–10.

Cristina Gherasimov Meets Iwona Piórko

Deputy Prime Minister for European Integration Cristina Gherasimov met with Iwona Piórko, Ambassador of the European Union to the Republic of Moldova. Discussions focused on Moldova’s European path, the results achieved and reforms implemented, as well as future priorities.

Prime Minister’s Press Conference

Prime Minister Dorin Recean said at a press conference held at the Government that state institutions were working to prevent interference by the Russian Federation in Moldova’s electoral process and to combat schemes aimed at manipulating the September 28 elections. In his speech, the head of government spoke about methods allegedly used by the Russian side to prevent free and fair elections in Moldova.

Exchange of Best Practices

Public officials from the Secretariat of the Parliament of the Republic of Moldova exchanged best practices with colleagues from Greece, Romania, Austria, and Switzerland. The purpose of the activities was to strengthen the institutional capacity of the Moldovan Parliament through the transfer of best practices and technical support provided by partner countries.

Igor Dodon in Nisporeni

Socialist Party President Igor Dodon met with the PSRM leadership and activists in Nisporeni. Participants discussed the party’s actions during the final stage of the election campaign.

PL Appeal

The Liberal Party (PL), during a conference, announced that it “supports European integration, being aware that for Putin these elections may be the last chance/attempt to keep us in the Russian sphere.” The party called on voters to vote for PL or the Party of Action and Solidarity.

“Heart of Moldova” National Political Council Meeting

The Republican Party “Heart of Moldova” held a meeting of its National Political Council, where issues concerning the political situation in the Republic of Moldova, as well as internal matters of the party, were discussed.

Restrictions Imposed by the State Tax Service

The State Tax Service (STS) imposed restrictions on several companies and organizations affiliated with Ilan Șor, the chairman of the “Victory” Bloc, who was in Moscow.

Victoria Furtună’s Allegations

Victoria Furtună, president of the “Moldova Mare” Party, said that a listening device had allegedly been found at the party’s headquarters. The politician accused the country’s leadership of ordering the alleged surveillance.

Lilian Darie Summoned to Russia’s Foreign Ministry

Moldova’s ambassador to the Russian Federation, Lilian Darie, was summoned to Russia’s Ministry of Foreign Affairs. Russian diplomats delivered a strong protest after the authorities in Chișinău refused to accredit Russian observers for the September 28 parliamentary elections.

Vladimir Cebotari’s Appeal

Vladimir Cebotari, founder of the Modern Democratic Party, issued a message ahead of the elections. He urged citizens to say “no” to fear, dictatorship, and incompetence.

MRM Initiative

The “Respect Moldova Movement” (MRM) launched the “Respect Moldova” Athletes’ League, an initiative aimed at bringing sport to the forefront of the country’s social and political concerns.

Alexandru Bălan Remains in Detention

Alexandru Bălan, former deputy director of Moldova’s Intelligence and Security Service, accused of treason and of transmitting classified information to Belarus’s KGB, remained in pre-trial detention following a decision by the Bucharest Supreme Court. Alexandru Bălan had been placed in pre-trial detention on September 10 following a decision by the Bucharest Court of Appeal.
