TRIBUNA continues its project presenting political events that took place exactly one year ago. This time, we recall what happened on July 31, 2025.

Irina Vlah’s appeal

Irina Vlah, leader of the Republican Party “Heart of Moldova”, sent an open letter to representatives of the diplomatic corps accredited in the Republic of Moldova, as well as to national and international observers monitoring the parliamentary elections.

She officially requested that officials monitor the activity of the Party of Action and Solidarity (PAS) during the electoral competition for Parliament.

Parliament session concluded

The spring 2025 session of Parliament ended.

Since the beginning of 2025, Parliament held 24 plenary meetings. Of these, 23 were organized during the spring 2025 session, while one plenary sitting took place during an extraordinary session.

The plenary meetings lasted nearly 160 hours in total. During these sittings, MPs adopted 260 legislative acts. Thirty of them aimed to harmonize Moldova’s legislation with European Union legislation.

CEC statement

The Central Electoral Commission (CEC) of the Republic of Moldova expressed renewed deep concern over the recent online circulation of the same falsified video material in which CEC Chairperson Angelica Caraman is presented as making statements that she never actually made.

According to CEC, it was a deepfake product created with the help of artificial intelligence, with the apparent purpose of undermining public trust in democratic institutions, manipulating public opinion, and affecting the integrity of the electoral process.

Government reaction

The Government reacted to rumors that Telegram and TikTok could be shut down before the elections.

According to the authorities, there were no plans to close these platforms. Instead, cooperation with the platforms was expected in order to remove content dangerous to national security, such as foreign information manipulation campaigns, as well as content harmful to citizens, including drug sales and dangerous material targeting children.

One year of eVMS.md

One year had passed since the launch of the online platform eVMS.md, designed to allow individuals to subscribe to Government Securities (VMS).

The project, developed by the Ministry of Finance, provided Moldovan citizens for the first time with the opportunity to directly invest in government bonds in a simple, secure, and fully digital manner.

According to the Ministry, between July 2024 and July 2025, seven VMS issues were conducted through the platform, with thousands of citizens investing more than 630 million lei.

Andrei Năstase submitted signatures

The Central Electoral Commission received documents and subscription lists supporting independent candidate Andrei Năstase for the position of Member of Parliament.

According to legal procedures, CEC assigned the independent candidate the preliminary fourth position on the ballot paper.

Andrei Năstase thanked all citizens who signed in his support and reaffirmed his independent candidate platform, based on a Social Contract with the citizens of the Republic of Moldova built around several essential pillars.

Prime Minister attends launch event

Prime Minister Dorin Recean attended the launch event of the new Person-to-Government (P2G) functionality within the MIA system.

The event was also attended by National Bank of Moldova Governor Anca Dragu, Finance Minister Victoria Belous, representatives of central public authorities, the banking and financial sector, and institutional partners.

“Victory” Bloc appeal

The Chișinău Court of Appeal upheld the decision of the Central Electoral Commission refusing to register the “Victory” Bloc for the parliamentary elections of September 28.

The ruling was issued during the court session on July 31. Representatives of the “Victory” Bloc challenged the Court of Appeal’s decision at the Supreme Court of Justice.

Prime Minister’s discussion with interns

Prime Minister Dorin Recean met with young participants of the fourth edition of the joint internship program of the European Union and the Government of the Republic of Moldova.

The Prime Minister discussed with interns their experience in public administration, the importance of civic involvement, and professional development opportunities in Moldova.

MRM leadership visit

Leader of the Respect Moldova Movement (MRM) Marian Lupu and the party’s Vice President for Strategic Development, Eugeniu Nichiforciuc, visited Italy.

They held several meetings with Moldovan citizens living in Italy and discussed the situation in Moldova as well as the upcoming elections.

Government announcement

The Government announced that 15 days remained until the deadline for registering for postal voting for Moldovan citizens abroad.

At that time, 945 people had registered, most of them from:

• the United States — 500 people;
• Canada — more than 280;
• Sweden — 60;
• Norway — 30.

Igor Grosu’s statements

PAS leader and Parliament Speaker Igor Grosu stated, during a meeting with Moldovan diaspora representatives in Switzerland held at the Embassy of Moldova in Geneva, that he was “keeping all mayors under pressure” ahead of the September 28 parliamentary elections.

“Politicians are at Doina, may God forgive them,” the Speaker also said.

The video footage was published on the Telegram channel of Ion Chicu, one of the leaders of the ALTERNATIVA Bloc, who criticized Grosu’s statements.

In this context, MAN leader Ion Ceban requested that state institutions and the Congress of Local Public Authorities take action following Grosu’s statements, which he described as an open admission of political pressure on mayors who are not members of PAS.

Later, Igor Grosu commented that his statements had been taken out of context and reiterated: “If we lose the European path, we lose access to European funds, which means we also lose the only chance and possibility to develop the Republic of Moldova.”

Promo-LEX finding

The Promo-LEX Association drew attention to a systemic phenomenon — the abuse of administrative resources, which continued to be tolerated and practiced.

“Whether we are talking about ‘strategic’ budget allocations, disguised government campaigns, or political promotion through public institutions, the effect is the same: violation of equal opportunities for political parties in the electoral context, erosion of public trust, and, consequently, distortion of the electoral process,” Promo-LEX stated.
