TRIBUNA continues its project presenting political events that took place exactly one year ago. This time, we recall what happened on July 30, 2025.

Government-approved appointments

The Government approved two appointments. Corina Alexa was appointed State Secretary at the Ministry of Finance. At the same time, the mandate of Alexandru Coica as a member of the Integrity Council of the National Integrity Authority was terminated. He was replaced by Andrei Cebotari.

Police announcement

The 300 lei promised for participation in the July 26 protest in Chișinău also reached Orhei. Police announced that 13 people who returned to Orhei after attending the demonstration in the capital were financially rewarded at the headquarters of a political party.

Reintegration Bureau statement

Following statements made in the public space, the Reintegration Policy Bureau (BPR) recalled that the case of Moldovan citizen Vadim Pogorlețchi, who had been illegally detained for almost three years in a detention facility in Tiraspol, had remained under the constant attention of the authorities of the Republic of Moldova throughout this period.

CEC decisions

The Central Electoral Commission (CEC) registered 62 candidates for the position of Member of Parliament on the list of the Political Party “Democracy at Home” (PDA) for the parliamentary elections of September 28, 2025. CEC also established that, based on declarations of intent and information regarding advertising conditions during the electoral period, only the following advertising providers had the right to broadcast political and electoral advertising on fixed or mobile advertising devices: S.C. GO MEDIA S.R.L., “INDEPENDENT MEDIA” S.R.L., AQUARELLE S.R.L., S.R.L. STANDART, CASSIDAS S.R.L., TRENDSETER S.R.L., and B.M. Public S.R.L.

CUB application

The Central Electoral Commission received an application to register the list of candidates for the position of Member of Parliament submitted by the Coalition for Unity and Welfare (CUB). According to established procedures, CEC assigned the party the preliminary third position on the ballot paper. CUB stated that its list of candidates consisted of professionals with solid experience in public administration, economics, justice, education, healthcare, and social fields.

Supreme Security Council meeting

President Maia Sandu convened a meeting of the Supreme Security Council (SSC) as part of efforts to strengthen the integrity and security of the electoral process. During the meeting, national institutions presented assessments regarding “the plans of the Russian Federation to interfere in the parliamentary elections with the aim of undermining democracy and diverting the European path of the Republic of Moldova.” Maia Sandu also stated that the SSC had identified at least 10 main instruments of interference in the electoral process, including electoral corruption and illegal foreign financing, information manipulation campaigns, the organization of paid protests, cyberattacks against critical infrastructure, and the instrumentalization of the church. The statements made by the head of state during a press conference were criticized by several politicians, including Ion Ceban, Igor Dodon, Renato Usatîi, and Dragoș Galbur.

CEC decision

During its meeting, the Central Electoral Commission confirmed the nominal composition of electoral councils for municipal, district, Transnistrian-region electoral districts, and polling stations established abroad. According to the CEC decision, the chairpersons of the 37 electoral district councils were to convene their first meetings on August 2, 2025.

Government decision

The Government approved changing the official date of the professional holiday Civil Aviation Workers’ Day. According to historical sources and the National Archives Agency, June 24 reflects the actual moment of the launch of civil aviation on the territory of present-day Moldova. On that date in 1926, the first commercial and postal flight took place between Bucharest, Galați, Iași, and Chișinău.

Protest at PAS headquarters

Activists of the Republican Party “Heart of Moldova” protested outside the headquarters of the Party of Action and Solidarity (PAS) against what they described as intimidation actions by PAS against political opponents and citizens who opposed the “yellow government.” The protesters reported several cases of intimidation, surveillance, and threats allegedly coming from force structures controlled by PAS.

Igor Grosu in Geneva

Parliament Speaker Igor Grosu delivered a speech at the World Conference of Speakers of Parliament held in Geneva. In his speech, the official referred to the challenges facing the Republic of Moldova and the role of legislative institutions in protecting democracy and citizens. During his visit to Geneva, Igor Grosu also held meetings with his counterparts from Sweden, Kazakhstan, Turkey, Latvia, and Azerbaijan, and met with a group of Moldovans living in Switzerland.

Information on Parliament’s activity

The Parliament Secretariat published information showing that, in July, Parliament held two plenary sessions. During these meetings, 85 legislative acts were adopted — 72 laws and 13 parliamentary decisions. Of the laws adopted in the second reading, 12 aimed to harmonize national legislation with European Union legislation. In addition, 26 draft laws were voted on in the first reading.

LOC campaign

The League of Cities and Communes (LOC) launched a national public consultation campaign. According to the party leadership, the initiative aimed to collect opinions and proposals from people in cities, communes, and villages and transform them into concrete priorities to be promoted in the future Parliament and Government.

Ion Ceban’s statements

Chișinău Mayor and leader of the National Alternative Movement (MAN) Ion Ceban made new statements regarding the entry ban imposed on him by Romania. In a video address, the politician presented what he called “another proof” that the ban was allegedly staged directly by Maia Sandu and PAS in order to discredit him and spread false information. He showed a leaflet and said the ban was “an electoral arrangement, so that PAS could present it as an achievement.”

PRN statement

The National Reunification Platform (PRN) issued a statement strongly condemning what it described as massive and coordinated attacks launched in recent days against the platform and people involved in creating the National List of the Union Bloc.

Report by Vlad Filat and Ion Terguță

An analytical report on legislative developments in Moldova between 2021 and 2025, presented at a press conference by PLDM leader Vlad Filat and journalist Ion Terguță, warned of what it described as an increasingly authoritarian drift under the PAS government. The document claimed that, under the pretext of pro-European reforms and the fight against corruption, authorities had restricted fundamental rights, weakened political pluralism, and captured key state institutions. According to the report, these developments had become serious obstacles at the beginning of Moldova’s EU accession negotiations.

MAN leader’s meeting

MAN leader Ion Ceban met at the party’s headquarters with German Ambassador to Moldova Hubert Knirsch. The discussions focused on the situation in the country and the priorities of the MAN team.

List of nationally important lakes

The Government approved a draft decision establishing criteria for determining the national importance of ponds and reservoirs and approving the list of water bodies declared nationally important. A list of 56 water bodies was compiled.

Another 22 firefighters sent to Greece

Another 22 firefighters from the General Inspectorate for Emergency Situations of the Ministry of Internal Affairs were deployed to Greece to replace the first contingent fighting forest fires. Interior Minister Daniella Misail-Nichitin attended the official deployment ceremony.

PRIM warning

The Republican Party “Heart of Moldova” (PRIM) warned the public that it had become the target of what it described as a large-scale defamation campaign organized by PAS, involving party representatives, pseudo-journalists, and alleged analysts affiliated with the government.

Vladimir Plahotniuc’s accusations

Former Democratic Party leader Vladimir Plahotniuc refused extradition to the Russian Federation and explicitly requested extradition to the Republic of Moldova. The statement was made by his lawyer Lucian Rogac, who accused Chișinău authorities of failing to submit the necessary documents and deliberately blocking the procedure.

Discussions on parliamentary elections

Socialist Party leader Igor Dodon, together with MP Vladimir Odnostalco, held working meetings with territorial organization teams in the southern region. Together with PSRM executive member Grigori Uzun, responsible for coordinating the party’s territorial organization in Gagauzia, they met with regional party leaders. Together with MP Grigore Novac, responsible for the central region, they participated in a PSRM staff meeting. The discussions focused on preparations for the parliamentary election campaign.

Victoria Furtună’s meeting with Brian Brown

Victoria Furtună, leader of the “Moldova Mare” Party, met with American activist Brian Brown. The two discussed the defense and promotion of traditional values.

ALDE initiative

The Alliance of Liberals and Democrats for Europe (ALDE) presented a legislative initiative entitled “Protected Priest. A Flourishing Orthodox Community.” The initiative proposed paying priests from the public budget, regulating the taxation of economic activities carried out by the Orthodox Church, and banning clergy involvement in electoral campaigns.

Igor Grosu’s announcement

The delegation of the Parliament of the Republic of Moldova, together with dozens of other international delegations attending the World Conference of Speakers of Parliament in Switzerland, left the hall in protest during the speech delivered by Valentina Matviyenko, Chairwoman of Russia’s Federation Council. The announcement was made by Parliament Speaker Igor Grosu.
