PAS Draft Bill Aims to Unblock Elections in Gagauzia: This Autumn’s Elections Will Be Held Under the Majoritarian System in Single-Member Constituencies

The Party of Action and Solidarity (PAS) has today registered a draft law amending the Electoral Code, seeking to make electoral legislation clearer and more efficient, implement the Constitutional Court’s ruling, and ensure the holding of elections in the Autonomous Territorial Unit (ATU) of Gagauzia, TRIBUNA reports.

MP Igor Chiriac said the bill has three main objectives:

  • to implement the Constitutional Court’s ruling;
  • to make it possible to hold elections to the People’s Assembly of Gagauzia this year;
  • to ensure that the elections are free, fair, and transparent.

The draft provides that the Central Electoral Council of Gagauzia will be established under the same rules as all other electoral bodies in the Republic of Moldova. It also stipulates that elections in the ATU of Gagauzia will be conducted under the Electoral Code of the Republic of Moldova, which will become the sole applicable electoral legislation.

“At the same time, we propose that, in the future, deputies to the People’s Assembly be elected under a proportional system, just as in parliamentary elections. In order to comply with the principle of stability of electoral legislation, this change will not apply to the November 15, 2026 elections, but to the following electoral cycle. This autumn’s elections will therefore be held under the majoritarian system in single-member constituencies.

We want the bill to be adopted by the end of August so that all the necessary amendments can be implemented in time before the elections in the ATU of Gagauzia.
