MAN calls for a consultative referendum on local government reform

Ion Ceban, leader of the National Alternative Movement (MAN), thanked the members of Parliament who joined and signed the initiative to register a draft decision on holding a nationwide consultative referendum on 27 September 2026. The referendum concerns the local government reform proposed by the Party of Action and Solidarity (PAS).

According to Ceban, the draft was signed by all parliamentary factions except PAS. MAN deputies also added their signatures to enable the registration of the initiative.

Ceban stated that if PAS refuses to include the draft in the agenda or rejects it, MAN will launch a nationwide signature‑gathering campaign. He stressed that a reform of such magnitude cannot be decided solely in offices or imposed from above, but must begin with citizens and local communities.

The draft proposes that voters answer two questions:

  • whether they support allowing the liquidation or merger of mayoralties only after consultations and approval from residents of the affected localities;
  • whether they support submitting the final version of the local government reform to a national referendum before the adoption of the law.

MAN emphasizes that decisions on reorganizing, merging or dissolving mayoralties must be taken only after direct consultations with citizens and with respect for the will of local communities.
