MPs of the National Alternative Movement (MAN) are calling on the Government to urgently issue the required opinion for the draft law on the administration and functioning of parking facilities in the Republic of Moldova, developed by MAN, and to include the initiative on Parliament’s agenda.
According to MAN MPs, the legislative initiative has been awaiting the Government’s opinion for five months, and the absence of this document is blocking the project’s examination in the parliamentary procedure. MAN deputies argue that the PAS government is deliberately delaying the issuance of the opinion, showing a lack of political will to address the parking problem that affects citizens and cities across Moldova on a daily basis.
“We draw attention to the fact that five months have already passed since we have been waiting for the Government’s opinion on this legislative initiative. Without this opinion, the parliamentary procedure cannot move forward. The project cannot be examined in the standing committees and cannot be debated in the plenary. We have repeatedly requested that the project be included on the agenda, including today, but unfortunately the request was not accepted,” MP Olga Ursu stated.
The draft aims to regulate the parking sector by establishing clear rules for the organization, administration, and operation of parking facilities, as well as for how local public authorities may manage parking, collect fees, and apply sanctions, following models used in European states. MAN MPs argue that the absence of clear rules generates traffic jams, chaos, abuses, and difficulties for both drivers and local authorities.
“This project is not only about solving the parking problem in Chișinău, but about regulating this sector nationwide. Clear rules are needed so that cities can develop, mobility can be better organized, traffic jams reduced, and circulation in urban centers made more orderly and civilised, as is the case in Europe,” MAN MP Gaik Vartanean said.
MAN deputies are urging the Government and the parliamentary majority to unblock the examination of the initiative as quickly as possible, so that the Republic of Moldova can have clear, modern, and civilised rules in the field of parking.
