Seven laws will undergo ex-post impact evaluation in 2026

Throughout 2026, at the proposal of parliamentary committees, seven laws will be subject to ex-post impact evaluation, while 13 normative acts will undergo ex-post legal evaluation. The Standing Bureau of Parliament has approved the Ex-Post Evaluation Plan of Normative Acts for 2026, TRIBUNA reports.

The Committee on National Security, Defence and Public Order proposed the evaluation of the Integrity Law, the Law on Asylum in the Republic of Moldova, as well as the regulatory framework in the field of state registers and information resources. The Legal Committee on Appointments and Immunities proposed the evaluation of the Law on Notarial Procedure, while the Committee on Foreign Policy proposed the evaluation of the Law on International Treaties of the Republic of Moldova.

On the platform of the Committee on Social Protection, Health and Family, the Law on Social Assistance will be subject to ex-post impact evaluation. In turn, the Committee for Public Finance Control will conduct the ex-post evaluation of the Law on the Organization and Functioning of the Court of Accounts of the Republic of Moldova.

At the same time, the General Legal Directorate of the Parliament Secretariat has proposed the ex-post legal evaluation of 13 normative acts. Among them are the Law on the Energy Vulnerability Reduction Fund, the Law on Voluntary Pension Funds, the Law on Local Action Groups, the Law on the Legal Regime of Adoption, the Law on Reproductive Health and Family Planning, and others.

It is worth noting that ex-post evaluation of normative acts is one of the instruments of parliamentary oversight, offering Parliament the possibility to analyse how legislative acts are being implemented. The process includes two types of evaluation:

  • legal evaluation, to verify whether all necessary secondary legislation has been adopted or whether obstacles exist in applying the law;
  • impact evaluation, to assess the effectiveness of the legislative act.
